Description of the Incident:


On May 7 2020, Thursday, early morning, an Industrial accident occurred at the South
Korean Company named LG Polymer chemical plant in R.R Venkatapuram village near
Gopalapatnam on the outskirts of Visakhapatnam, Andhra Pradesh, India. There was a gas
leak which was spread over 3 kms, affecting the nearby villages and areas. On 7 May, late at
night, police ordered the evacuation of people in a 2 km radius around the leak. However,
police subsequently stated that this evacuation was precautionary and that there hadn't
been a second leak. As per the National Disaster Response Force (NDRF) the death toll was
11 and more than 1000 people became sick after being exposed to the gas. A FIR has been
registered against the Industry.

Investigation Details:
The initial investigation found that the cause of the incident is because of the leaking
vapours from the Styrene Monomer (SM) storage tank near the General-Purpose Poly
Styrene (GPPS) factory on Thursday, May 7. It has all been found that maintenance failures,
operating errors, and improper storage of the toxic styrene gas, may have led to the
tragedy. Styrene, the gas leaked is an important commercial chemical, which is used in
making make plastics, paints, synthetic rubber, insulation, fibreglass, pipes, automobile
parts, and disposal cups. Experts from Central Government has found that they has faced
this catastrophic damage due to the violation of safety norms at the storage facilities for few
days.

Management Response:
LG Chemicals started a support measures to eliminate all risk factors in the plant. On 13 May
2020, the South Korean company informed media that an eight-member technical team,
comprising experts from production, environment and safety department, from its Seoul
headquarters was sent to investigate the incident and to rehabilitate the victims. LG
Polymers India said the team would take prompt rehabilitation and provide remedial
measures. They would meet the victims and affected families to explain support measures
in detail and also hold meetings with the local State government officials. The state
government has also constituted a committee to conduct a study on the precautionary
measures that should be taken.

Recommendations:
Safety norms should be followed very strictly in the industry. A polymerisation inhibitor
should be used and added in the storage tanks of Styrene which prevents degradation and
gas leak.

Conclusion:
This incident has made us to understand that safety norms should not be for name sake. It
has also shown that the Government made right steps to prevent any second leak and made
legal actions against the company.
