A RESOLUTION ADOPTING THE PASIG CITY PEACE AND ORDER AND

PUBLIC SAFETY (POPS) PLAN FOR THE YEARS 2020-2022

WHEREAS, DILG Memorandum Circular No. 2019-143 mandates every Local


Peace and Order Council to formulate a three-year Peace and Order and Public
Safety Plan to be incorporated in the Comprehensive Development Plan and
recommend strategic actions or activities in promoting, improving or enhancing
peace and order and public safety measures;

WHEREAS, the promotion of peace and harmony is a shared responsibility


between the national and local governments and that while there are national
government instrumentalities tasked to address criminality and other forms of
lawlessness, local authorities are equally responsible for maintaining peace and
order in their communities as provided for under the general welfare clause of RA
7160;

WHEREAS, the Pasig City Peace and Order Council has approved the Pasig
City Peace and Order and Public Safety (POPS) Plan for 2020-2022, which was
formulated after series of orientation, inter-agency meetings, and workshops;

WHEREAS, the POPS Plan contains the list of programs, projects and
activities (PPAs) for implementation to address existing issues on peace and order
arising in Pasig City;

NOW, THEREFORE, upon motion duly seconded, the Sangguniang


Panlungsod of Pasig, in session duly assembled, RESOLVES, as it hereby
RESOLVES, TO ADOPT THE PASIG CITY PEACE AND ORDER AND PUBLIC
SAFETY (POPS) PLAN FOR 2020-2022;

RESOLVED, FURTHER, that in view of the unprecedented and unforeseen


expenses of the City Government in its response to the COVID-19 pandemic, the
PPAs for the year 2020 may be re-scheduled to 2021 and/or 2022, depending on their
urgency (as certified by the City Mayor) and on the availability of revenue (as
certified by the City Budget Officer).

ADOPTED on 30 June 2020 in Pasig City, Metro Manila.
