PRINCIPLES OF VALUATION

English Version

General Instructions

1. The principles of valuation provide general guidelines to reduce subjectivity in the


marking. The answers given in the principles of valuation are suggested answers. The
content is thus indicative. If a student has given any other answer which is different
from the one given in the principles of valuation but conveys the meaning, such
answers should be given full weightage.

2. Every examiner should read the question paper and the principles of valuation
thoroughly.

3. Social Studies is a content subject, language mistakes need not be penalized.

4. The wrong answer should be struck off and zero marks should be awarded.

5. In the case of open-ended questions (mainly AS2 questions- "Do you think…" or
"Do you agree…" type of questions), a student might have answered for, against or in
a neutral way for the situation given. All such answers should be valued and
assessed.

6. In section-III, where internal choices are given, if a student has answered both the
questions (both A and B), then both answers should be valued. The answer securing
the highest marks should be taken into account and the other should be marked as
“Excess”.

a) 1. The Treaty of Versailles: Following World War I, the victorious Allied Powers met to
decide Germany’s future. Germany would be forced to sign the Treaty of Versailles.
Germany had to accept guilt for the war and to pay reparations. Germany lost territory
and was prohibited from having a large military. It is not surprising, therefore, that
Germans thought the Treaty at Versailles was a diktat imposed on them and they had no
respect or responsibility for it..
2. Failure of the League of Nations: The Treaty of Versailles also set up the League
of Nations to prevent wars in the future. Russia, Germany, and USA could
not become a member. It was intended that all countries would be members and that if
there were disputes between countries, they could be settled by negotiation rather than
by force. Not all countries joined the league and the League had no army to prevent
military aggression such as Italy’s invasion of Ethiopia in Africa or Japan’s invasion of
Manchuria in China.

● In the mid 19th century, Vietnam came under the direct rule of the French. During the
French rule, in Vietnam land lordship dominated the agriculture economy and peasants.
● Teachers were inspired by patriotic feelings and the conviction that it was
the duty of the educated to fight for the benefit of society.
● Ho Chi Minh brought together competing nationalist groups to establish the
Vietnamese Communist Party.
● In 1940 Japan occupied Vietnam, as part of its imperial drive to control
● Southeast Asia. So nationalists now had to fight against the Japanese as well as the
French.
● The Democratic Republic of Vietnam was formed and Ho Chi Minh became chairman
when the Vietminh came to power in August 1945, with the help of the Ho Chi Minh
government in the north and the NLF fought for the unification of the country.
● The Democratic Republic of Vietnam was formed and Ho Chi Minh came to power in
August 1945. They immediately issued a circular for a 25% reduction in land rents.
● US entry into the war marked a new phase that proved costly to the Vietnamese as well
as to the Americans. From 1965 to 1972.US used chemical weapons like napalm,
Agent Orange US destroyed many villages and decimated jungles Civilians died in
large numbers.
● Many were critical of the US government for getting involved in a war that they saw as
indefensible.
● The war between the US and Vietnam war ended in 1974. The NLF occupied the
presidential palace in Saigon on 30th April 1975 and finally unified Vietnam.peasants
inspired by nationalism and enthused by land reforms played the most crucial role in
defeating the mightiest army in the world.

Yes. War is expensive and deeply affects the people's lives. The example of two World
Wars is before us to conclude like this.
● Millions of people - both soldiers and ordinary citizens - lose their lives. Of those who did
come home from the war, many were injured physically or struggled mentally as a result
of what they had experienced.
● The children and women bear the most difficult atrocities of their lives.
● Even the winners of war suffer.
● Inflation and the rise in prices is the most common immediate effect of war.
● There have been numerous examples where the country is seen to suffer through health
hazards, epidemics and needs a tough contest to battle the same.
● History proves that war never resolves any problem in fact it breeds more economical
and social problems.
● No one won the last war and no one will win the next.

federal.
The supremacy of central government , a single citizenship , a single judiciary ,
uniformity in fundamental laws, civil and criminal and common All India Civil Services to

A federal constitution has dual government, the central government and the state
governments. distribution of powers between central and state,diversity in laws up to a
certain point, The powers of the Union and the States are clearly demarcated. The
Constitution is written and supreme.
India has a federation and at the same time it has uniformity in all basic matters which
are essential to maintain the unity of the country.

gatherings, engineering etc. telecommunications enabled revolutionary changes
4. This revolution changed the lifestyles of each and every one. People always keep the cell
phone with them as the most important possession. A day does not pass without
communicating on the cell

1. After partition the conflicts between India and Pakistan became perpetual.
2.The main bone of contention between the two countries being Kashmir.
3.The first war between the two countries took place in 1947- 1948 for Kashmir.

province divided by a line of control.
6. In 1971 a full scale war broke out with Pakistan . The war ended only after the liberation of
East Pakistan leading to creation of Bangladesh.
7. It is very unfortunate that the conflicts between India and Pakistan are still going on. Recently
India answered the provocations of Pakistan with surgical strikes.
8. This situation is not good for any of the two countries. Peace should be established.
