RECOMMENDATIONS FOR DELHI
ig activities will continue to remain prohibited across the NCT of
All schools, colleges, educational / training / coaching institutions etc. However,
examinations w. 120 and online/distance learning shi mitted.
Hospitality services, other than those used for housing health / police / Government
officials / healthcare workers, stranded persons including tourists and those used for
quarantine facilities.
All cinema halls, gymnasiums, swim
pools, entertainment parks, theatres, bars and
audi
ums, assembly halls and similar places.
Alll social / political / sports / entertainment / academic / cultural /religious functions /
other gatherings.
All religious places/places of worship shall be closed for public. Religious
congregations are strictly prohibited.
Barber shops, spas and salons
Measures for well-being and safety of persons:
The movement of individuals, for all non-essential activities, shall remain strictly
prohibited between 9.00 p.m. to 5.00 a.m.
In all zones, persons above 65 years of age, persons with co-morbidities, pregnant
women, and children below the age of 10 years shall stay at homes, except for meeting
essential requirements and for health purposes, as per the National Directives.

All restaurants/ cating joints/ sweet shops/ bakeries ete. (irrespective of their location)
are permitted to function only on a takeaway and home delivery basis.
Alll parks, playgrounds and sports complexes subject to the condition that proper social
distancing is maintained and close-contact sports shall not be permitted by the
management of these complexes.
Autorickshaws/e-tickshaws/cycle-rickshaws are permitted with the stipulation that they
shall carry only one passenger.
Taxis/Cabs (including cab aggregators) are permitted with the condition that except for
the driver, only two passengers are allowed. Further, car-pooling/ car-sharing by the
aggregators shall not be permitted.
Buses shall be permitted with the condition that not more than 20 passengers shall be
allowed at one time inside the bus. Further, it shall be mandatory to have 2 marshals
inside each bus at all

a. For employces of Govt. of India / Govt. of NCT of Delhi Central and State PSUs/

issued by the Competent Authority — from 0730 hrs to 1030 hrs and 1730 hrs to
2030 hrs. (the offices of GNCTD shall be mandated to draw up roster of employees
with staggered timings)
b. For persons providing essential services and having e-pass from DM/DCP
concerned ~ from 1030 hrs to 1730 hrs.

In this regard, DMRC shall ensure the following:
+ Social distancing is followed at the entry gates, platforms & coaches

* Sanitization/Disinfection of the metro stations and coaches must take place at
multiple intervals in a day.
* Only ticketless travel/ smart-card based travel must be permitted.
‘Movement of individuals and vehicles is allowed. Four wheeler vehicles will have
‘maximum two passengers besides the vehicle driver. For two wheelers, pillion rider is
not allowed.
Private Offices
Alll private offices, irrespective of their location, can operate with upto 50% strength
‘as per requirement, with the remaining persons working from home.
Government Offices shall operate on similar lines as per MHA’s guidelines.
SHOPS AND MARKETS
(@ All markets and market complexes shall remain open on odd-even basis vi
Shops would open on alternate days depending on their shop number. This
implies that only 50% of the shops (excluding those selling essential goods) shall
be opened. However, shops selling essential goods including books and stationery
shops, fan shops in markets and market complexes, are permitted to open on all

(©) All stand alone (single) shops, neighbourhood (colony) shops and shops in
residential complexes are permitted to remain open without any distinction of
essential and non-essential.
(d) Social distancing (2 Gaz ki doori) will be maintained in all cases.
Construction activities shall be permitted wherever the workers are available on-
or could be transported to the site from within the NCT of Delhi,
All other activities (industrial / commercial) will be permitted activities, which are
not specifically prohibited.
None of the permitted activities under these guidelines is allowed in the
Containment Zones. The following shall be ensured by the authorities concerned,
with respect to the containment zones:
Strict Perimeter control
* Establishment of persons only for maintaining supply of goods and services; and
for medical emergencies.
+ No unchecked influx of people and transport.

Finally, the following shall be mandatory for all the work places:
Wearing of face cover is compulsory in all work places and adequate stock of such face
covers shall be made available.

PENAL PROVISIONS:
Any person violating the above measures shall be liable to be proceeded against as per the
provisions of Section 51 to 60 of the Disaster Management Act, 2005, besides legal action
under Sec 188 ofthe IPC, and other legal provisions as applicable.
