Qualification and Eligible Criteria:

1. Registration:

 Class of contractors Eligible: Class-II and above.

 Category : Civil
Note:
Contractors / Contracting firms registered with Government of AP, or who are
registered in the state Governments/Public Sectors/Government under taking(s)
throughout the country with Valid Registrations in terms of the following GO’s are only
eligible to tender for the above work

i. GO Ms.No.94, I&CAD [PW-COD] Dept, Dt.1-7-2003.

ii. GO Ms.No.73, I&CAD [PW-COD] Dept, Dt.27-06-2009.
2. To qualify for award of Contract each Tenderer in its name during the last ten
financial years, i.e. from 2008-2009 to 2017-2018 should have;

The tenderer will be qualified only if their available Bid capacity is more than the
Estimated Contract Value i.e. Rs.71,59,814/- The available bid capacity will be calculated
as under.
Available Bid Capacity: A x N x 2 – B, where
A = Maximum value of Civil Engineering works executed in any one
year during the last ten years taking into account the completed as
well as works in progress.
N = No. of years prescribed for completion of the works for which
tenders are invited.
B = Value of existing Commitments and ongoing works to be completed
during the period of completion of works for which tenders are
invited.
Note:
1. Financial turnover and cost of completed works of previous years shall be given
weightage of 10% per year to bring them to the price level of the financial year in
which the tenders are invited.
2. Value of “B” will also be updated for the works awarded in previous years by
giving 10% weightage per year to bring it to the price level of the year in which
the tenders are invited.
4. Liquid Assets:
The tenderer should possess Liquid assets / Credit facilities / Solvency certificate
from Nationalized Bank/ Schedule Bank of value not less than Rs.35.80 Lakhs.
(Proforma as per G.O.Ms.No.94, Dt.01-07-2003).
5. Technical Personnel & Equipment:
The tenderer should have necessary Technical Personnel and Key & Critical
Equipment (either owned or leased) as mentioned in the tender document.

SUBMISSION OF BIDS:
The bidders who are desirous of participating in “e” procurement shall submit
their tender, in the Standard Formats prescribed in the Tender documents displayed at “e”
market place. The bidder shall invariably upload scanned copies of relevant documents.

The bidder shall sign on the statements, documents, certificates uploaded by him
accepting responsibility for their correctness / authenticity.
The following qualification information to fulfill the above eligibility criteria
shall be uploaded.
a. Bank Guarantee / Online payment as per clause No.7 of GO.MS No.8,
dt:08.05.2016.
b. Copy of Contractors registration certificate.
c. Latest Income tax clearance certificate / Latest IT returns and PAN number
d. Copy of GST Registration certificate and latest clearance if any .
e. The tenderer’s should fill in the particulars in the Statements I to VII as detailed
below:

Statement-I: Value of all Civil Engineering works executed in any one year during
the last ten financial years (As specified in NIT)

Statement-II: Details of similar works completed in the name of the tenderer as Prime
Contractor in any one year during the last ten financial years (As
specified in NIT) showing year wise break up of value of work
executed.

Statement-III: Year-wise specified quantities executed by the tenderer during the last
ten financial years.

Statement-IV: Details of the existing commitments i.e., works on hand and works for
which tenders are submitted in.

Statement-V: Availability of Key & Critical Construction / Quality Control Equipment

in.

Statement-VI: Availability of key personnel for administration / site management and

execution viz; technical personnel required for the work.

Statement-VII: Information regarding any litigation, with Government during

the last Ten years, in which the Tenderer is involved in.

f. Affidavit in the prescribed proforma.

g. Availability of working capital for the work [Liquid assets, credit facility or
availability of other financial resources such as solvency etc];

h. Checklist in the prescribed proforma incorporating declaration stating that the soft
copies uploaded are genuine.

General Terms and conditions:

 EMD is to be paid in the shape of Online payment in favour of the Commissioner,
Vijayawada Municipal Corporation, Vijayawada or unconditional irrevocable bank
guarantee from any nationalized bank, drawn in favour of The Commissioner,
Vijayawada Municipal Corporation, Vijayawada to be valid for a period of three
months from the date of submission of tender. A Scanned copy of B.G. towards EMD
shall be uploaded.

 The dates stipulated above are extendable by an official notification by the VMC.

 Transaction fees: Each bidder should pay (0.03% of ECV Value + 18.00% Service
Tax) i.e., Rs.5,070/- (through on-line) to M/s. APTS., Vijayawada towards transaction
fee on e-Procurement.

 Tender with an excess of more than 5% over the estimated contract value shall be
summarily rejected as per G.O.Ms.No.133 I&CAD (Pw.Reforms) Dept., Dt.20-11-04.

 The documents, which are uploaded in the Internet only, will be considered for
Technical Bid evaluation.

 The contractor shall upload the information in zip format preferably.

 The successful bidder shall invariably furnish the original BG towards EMD,
certificates/documents of the uploaded scanned copies before entering into
Agreement either personally or through courier or post and the receipt of the same
within the stipulated date shall be the responsibility of the successful bidder. If any
Certificates, Documents etc., furnished by the bidder are found to be false / bogus the
bidder will be suspended from participating in tender on e-Procurement platform for a

period of 3 years.

 The contractors shall also upload the documents duly signing on each and every
paper.

Scope of Work:

The information and data furnished herein relevant to the work and site conditions
are general. It shall be the responsibility of the contractor to fully acquaint himself with
the nature and location works, quarries, local conditions and other aspects which are
relevant to the work.
