This document is an abstract for a study conducted in 2019 on the Sangguniang Bayan ordinance formulation process in San Miguel, Surigao del Sur, Philippines. The study investigated whether the Sangguniang Bayan followed parliamentary procedure during meetings related to ordinance formulation and if implemented ordinances indicated good governance. The descriptive research method was used to gather factual information from respondents which included Sangguniang Bayan officials, the ex-officio member, and association and secretary leaders. Findings showed the Sangguniang Bayan religiously followed parliamentary procedure during regular meetings and sessions.

The primary objective of this study conducted in the Municipality of San

Miguel, Surigao del Sur, is to investigate whether or not the parliamentary

procedure in conducting a meeting in relation to the formulation ordinance was

practiced by the Sangguniang Bayan and whether the implementation of the

ordinances is sustained as indicator of good governance.

Respondents of this study comprise the Sangguniang Bayan Officials of

the Municipality of San Miguel, including the Ex-Officio Member, the Association

of Barangay Captain President and the Secretary to the Sanggunian.

Employed in this study is the descriptive method of gathering factual

information. It is believed that using this method is more likely to produce

accurate result.

Findings and results of this study shows that the Sangguniang Bayan of

the Municipality of San Miguel are religiously implementing the Parliamentary

Procedure in the conduct of their Regular Meetings or Sessions.
