FIFTH EXAMINATION FOR RECOGNITION OF COMPETENT PERSONS
for
INSPECTION AND CERTIFICATION OF BOILERS – 16th December 2018
As per the amendments made in the Boilers Act, 1923 by the Indian Boilers (Amendment) Act, 2007 and in the Indian
Boiler Regulations, 1950 vide Notification No. G.S.R. 821(E) dated 7th October, 2010, a provision has been made for
inspection and certification of boilers and boiler components during manufacture, erection & use by “Competent Persons”
recognized by the Central Boilers Board (CBB). As per these amendments, a third party “Inspecting Authority” in India is
required to engage Competent Persons to undertake inspection and certification of boilers and boiler components during
manufacture, erection & use. However, Competent Persons can undertake inspection and certification of boilers during use
independently also without taking employment with the Inspecting Authority.
Central Boilers Board, Government of India has authorized National Productivity Council (NPC) to conduct the fifth
examination for Competent Persons.
ELIGIBILITY CRITERIA FOR APPEARING FOR COMPETENT PERSONS EXAMINATION:
(a) Must be a graduate in Mechanical or Production or Power Plant or Metallurgical Engineering from a recognized
institution and
(b) Minimum five years post qualification experience singly or cumulatively in the following fields related to boilers,
(i) Design
(ii) Manufacture
(iii) Commissioning
(iv) Operation and Maintenance
(v) Inspection and Certification during manufacture or operation and maintenance
(vi) High Pressure Welding-Inspection
and
(c) Valid Level-II NDT Certificates from ISNT or any other professional body recognized by ISNT in Non Destructive
methods of testing in radiography and ultrasonic testing.
Note: (1) Age: Maximum age for the applicants is 65 years as on 25th October, 2018 provided the person is medically fit.
(2) Applicants employed in Central Govt. /State Govt. /PSUs have to inform their employer in writing before applying.
(3) Training period will not be considered as experience.
(4) Candidates fulfilling the eligibility criteria need only apply.
Examination Fee:
Rs.4000/-(Rupees four thousand only) plus GST @18% for General Category candidates and Rs.2000/- (Rupees two
thousand only) plus GST @18% for SC/ST candidates. However, GST rate will be applicable based on notification by GOI at
the time of payment. The fee once paid is not refundable under any circumstances.
Examination Date: 16th December 2018 (Sunday)
Proposed Examination Centres: Chennai, Kolkata, Mumbai, New Delhi and Hyderabad
Examination will contain the following papers:
Three Hours Open Book (IBR, 1950 & the Boilers Act, 1923) Multiple Choice Questions (MCQ) &
3 Hours
Paper - 1 Descriptive Examination on Boiler Act and Indian Boiler Regulations and their compliance & Boiler Design
Duration
Engineering (150 Marks)
Three Hours, Open Book, Multiple Choice Questions (MCQ) & Descriptive Examination Boiler Design,
3 Hours
Paper - 2 Manufacturing, Materials, Erection, Commissioning, Operation & Maintenance, Inspection & Certification
Duration
during manufacture or operations and High Pressure Welding Inspection(150 Marks)
Viva Voce :
Qualified candidates in the written examination will be called for Viva Voce.
