Detailed Project Report on the Establishment of National Institute of Fashion

Technology (NIFT) at Panchkula, Haryana Addendum.

Further to the requirement presented by the Government of Haryana, the NIFT had prepared a
detailed project report and submitted to the Department of Technical Education, Govt. of Haryana in
May 2013 for the establishment of NIFT centre at Panchkula, Haryana.

The Govt. of Haryana has earmarked an amount of Rs. 99.71 Crores towards setting up of the NIFT
Panchkula centre.

According to the DPR submitted by the NIFT, the proposed centre will offer undergraduate,
postgraduate level programmes in the areas of fashion technology through the School of Design,
School of Fashion Technology & Management and Centre for Languages, Humanities and Basic and
Social Sciences. The DPR also considers the State Governments demand of 20% domicile quota
within the existing available seats.

As per the earlier estimates, the total project cost was calculated as Rs. 138.11 Crores out of which
Rs. 93.74 Crores were required for the construction of Panchkula campus covering approximately 3.5
lacs square feet of constructed area at Village Panchayat, Manakpur Nanakchand, Block Pinjore,
District Panchkula, the land as identified by the Govt. of Harayana. An additional amount of Rs. 44.37
Crores was estimated for the academic infrastructure, equipments and revenue deficit for initial
years.

The report was presented in the Standing Finance Committee Meeting chaired by the Finance
Secretary, Government of Haryana, held on 20th May 2013 at the Haryana Civil Secretariat,
Chandigarh wherein the NIFT was requested to contain the project cost in the agreed project cost by
primarily reducing the size of the hostel and housing block.

Further, owing to the difficulty in ensuring the availability of abovementioned land, the Govt. of
Haryana has identified another site at Sector 23 of Panchkula which has been found suitable by the
NIFT authorities.

Based on the feedback received from the Govt. of Haryana, the estimates were reworked by the
NIFT and revised figures were submitted vide letter no, NIFT/DG-PKG/121/2013 dated 8th October
2013. The summary of the revised estimates by reducing the hostel and housing block is enclosed as
Annexure I. NIFT may, in the future, need to seek assistance from the Govt. of Haryana for
expanding the hostel facilities to fulfil the required capacities, especially for the girl students.
