SHIP DUES CHARGEABLE BY NPA

1. (i) Foreign Vessels=$1.28 x GRT+ 1176

(ii) Shifting For Shifting of Vessels from one Port to another within each of the
following areas: Lagos, Delta and Port Harcourt areas, the rates shall be $0.07
x GRT + 1176.

Shifting of vessels due to non- performance shall be charged as applicable in (ii)


Above.

2. TWA Vessels = $0.62 x GRT + 1176. $.95 x GRT (Annual Light Dues)*a

3. Coastal Vessels = $0.44 x GRT + 1176 $.85 x GRT (Annual Light Dues)*b

i. Light Dues of $.95 x GRT to be paid annually by TWA Vessels
ii. Light Dues of $.85 x GRT to be paid annually by Coastal Vessels

1. A vessel that has made a first entry into any Nigerian Ports and re-enters any
other Port on the same voyage shall pay Ship Dues at the rate of $0.938 x GRT
+ 1176. This rate is also applicable to vessel coming in for repairs or bunkers.

2. Harbour Tugs, Lighters, Barges and other Crafts of 50 GRT and under operating
domestic trade shall pay annual conservancy charges of $216.00.

3. Harbour Tugs, Lighters, Barges and other Crafts of 50 GRT operating domestic
trade shall pay annual conservancy charges of $1084.00

BERTH RENT

To be provisionally charged at the rate of $2 x LOA x No of Days.


i. Containers and RORO Vessels - 2 days
ii. Combo Vessels - 3 days
iii. Liquid Bulk Vessels - 4 days

MOWCA LEVY

Special levy collected on behalf of Maritime Organisation of West and Central Africa
(MOWCA) by NPA is also applicable.

MISCELLANEOUS CHARGES

ii). Attending to other moves within the Port - USD 231.4 per Tug hour
iii). Assisting anchored ship to turn around - USD 231.4 per Tug hour
iv). For hourly delay of Tug by ship - USD 162 PER Tug hour

2. FIRE EQUIPMENT/SERVICES

Except where indicated above, all other attendances are subject to a maximum of Eight (8)
hour shift.

PENALTY MANIFEST

i). a). Amendment: container/ RORO/Gen Cargo.


b). Submission of additional manifest $500/B/L
c). Late submission of manifest (Import & Export) $2,000
d). Under declaration of import tonnage shall attract 100% surcharge.

ii). Anchorage Dues

To be charged on a Vessel lying idle at the rate of $50.50/GRT/Days in addition to


other ship dues. It shall be the duty of Port Manager to determine whether or not a
vessel is lying idle.

iii). Pollution
a. Failure to report discharge of oil/oil mixture $2,000
b. Minor pollution covering an area up to 50m2 $15,000 + Clean up
c. Major pollution covering an area more than 50m2 $50,000 + Clean up
d. Dumping of refuse into surrounding water $14,000 + Clean up
e. Any wrong supply of information shall attract 100% surcharge as per
section 109 of the Port Act.
iv. Towing of vehicle partked at non-parking space =N=5000

v. Overnight Trailer parking rate. =N=500 per Truck per


night.

vi. Unauthorized entry/movement by Master of Vessels $1,000

ii. Where charges are assessed on Gross Weight, a tonne shall mean 1000kgs.
iii. Where charges are assessed by measurement, a tonne shall mean 1 cbm.

IN ADDITION, WHERE UNDER THE POWERS CONTAINED IN SECTION 70


OF THE PORTS ACT, THE NIGERIAN PORTS AUTHLROTY PROVIDES
SERVICES NOT SPECIFICALLY ENUMERATED IN THIS SCHEDULE,
THEY MAY LEVY REASONABLE RATES IN RESPECT OF THOSE
SERVICES.

GUIDELINES ON NEW BILLING SYSTEM
Following the concessioning of the ports; the Cargo Dues component of both the
Provisional and Final Bills has been split into:
i. Stevedoring
ii. Harbours Dues
iii. Environmental Protection;

Under the new format, the Terminal Operations are expected to collect the Stevedoring
component since they will handle the cargo; while NPA will collect Harbour Dues,
Environmental Protection, Berth Rent and Ship Dues.

The various rates as would be applicable have accordingly been spelt out.

The following steps shall be strictly followed in raising Provisional and Final Bills.

i. Shipping Companies are expected to submit within the stipulated time limits
ii. Manifests of Vessels in Diskettes to the Computer Departments in the Ports.
The information therein will be downloaded for billing purposes.

ii Shipping Companies will also submit two copies of Hard-copy Ships Manifest
to COPI which will in turn send a copy of the Manifest to Commercial Services
Department. This is to serve as a means of cross-checking Discharge and
Loading record from the Terminal Operators.

iii Provisional Bills should be raised within one hour of receipt of Manifest to
enable shipping Companies make payment before the arrival of vessel.

iv Presentation of NPA Receipt as evidence of payment of Provisional Bills must


be strictly enforced as condition for issuance of Vessel Berthing and Sailings
Certificates.
v Declared Tonnages/Ten must be properly reconciled at voyage meeting.
vi All Ships Provisional Bills must be finalized within 7 days after vessel had
Completed discharge and receipt of relevant source documents from Harbors
Department.
