IMPROVING PROVINCIAL, MUNICIPAL COUNCIL ROADS IN NORTHERN PROVINCE
OUTLINE TERMS OF REFERENCE
STRUCTURAL DESIGN ENGINEER
1. Introduction
The Democratic Socialist Republic of Sri Lanka has received a loan of US$150 million from the
Asian Development Bank (ADB) to rebuild the NP, affected by armed conflict, to restore the
normalcy in the area and to accelerate the development activities. One component of this loan
is to re-establish the connectivity in the NP and bordering villages to NP. This component will
rehabilitate (i) 100 km of provincial roads in Kilinochchi, Mannar, Mullaitivu and Vavuniya
districts, and (ii) 100 km of municipal and urban council roads in Northern Province and
pradeshiya sabha roads (rural roads) in the bordering villages of North Central Province (NCP).
The Executive Agency for the project is the Ministry of Economic Development and the
Implementation Agencies are the Road Development Department of NP and the Provincial Road
Development Department of NCP.
2. The Objective of the Consultancy
The Northern Provincial Council (NPC) the Project Implementation (PIU) will engage the
consultant for (i) & (ii) in preparation of the Structural Design requirements for the provincial
and municipal/urban council roads, consisting of rehabilitation, and repairing or replacing
minor bridges and culverts. The Consultants will be permanently stationed in the NPC Project
Office, Trincomalee. However, he/she will be required to visit the project area for
requirements.
3. Essential Qualifications, Experience, Skills and/or Knowledge
a. The Consultant shall
i. Tertiary engineering qualifications and eligibility for membership of Institution of
Engineers Sri Lanka (or equivalent);
ii. Corporate Membership of Institution of Engineers Sri Lanka (or equivalent);
iii. At least 5 years experience in structural design;
iv. Excellent technical knowledge in the detailed design process and managing design
teams;
v. Demonstrable knowledge of various computer aided design and drafting packages
appropriate in a developing country, including Prokon, Microfeap, Civil 3 D, AutoCAD
etc;
vi. Excellent knowledge of relevant design standards and legislation applicable to the
region and a general appreciation of Specifications and Conditions of Contract;
vii. Commitment and demonstrated capacity to undertake activities in a participative,
culturally sensitive and consultative manner, ensuring counter-parts actively
participate and develop understanding and ownership;
viii. High level interpersonal and communication skills and a demonstrated ability to
communicate and negotiate effectively with a diverse range of groups;
ix. Demonstrated capacity to work independently as well as contribute positively in a team
environment; and
x. Competence with a range of computer software programs, including word, excel and
power-point.
4. Scope Of Work
• Survey of candidate roads for the type and condition of existing and requirement for
additional structures (bridges, culverts, and causeways as appropriate).
• Assess cross-drainage requirements and proposed new structures (bridges, culverts, and
causeways as appropriate) or improvements to structurally unsound structures.
• Prepare practical and cost-effective structural designs
• Determine the most cost-effective improvement option for structures in each project
road section.
• Prepare out lines designs for structures, applying sound engineering practice.
• Prepare engineering technical specifications for each work item, taking into account
relevant specifications in use in the country and elsewhere for similar works.
• Based on Outline Engineering Designs of structures, and bills of quantities, calculate
Engineering costs estimates to a reasonable accuracy (10%) for civil works broken down
into foreign (direct and indirect) and local components as well as taxes and custom
duties.
• Prepare Engineering project implementation schedules showing anticipated progress of
works and expenditures for each contract package.
• Prepare engineering drawings, including typical cross-sections, structure plans, and
other requirements.
5. Reporting Procedure
The Consultant shall be responsible to the Provincial Director, PRDD (NP) and shall work with
the Chief and Executive Engineers of each District.
Within 2 weeks of commencement and completion the consultant shall submit an inception
report and completion report respectively.
The subject reports shall be submitted District wise for each road or as instructed by the
Employer.
6. Logistic Arrangement
The consultant shall be provided with logistical facilities such as stationeries, and access to
computers, printing etc. The project will provide office accommodation and transport to the
consultant based on his request and requirement for official purposes.
7. Payment
Shall quote expected salary with break-downs as given below:

Important Note:
1. Remuneration is paid based on the certification by User Unit on the actual inputs.
2. Out-of-Pocket Expenses are reimbursable with supporting documents/receipts.
3. Negotiated rates are fixed. Per-Diem is paid only when the Consultant is out of the
Permanent Location.
4. Rates are subject to negotiation.
