Sir, I am working as QS in .. contracting LLC, at Dubai municipality site DS... In our project, one Drainage pumping station is also included. While preparing the Final measurement for the concrete work, our consultant QS is having some query about the measurement of beam and slab. As per his opinion, the beam and slab will cast together, the measurement of the total concrete should be under slab item as per measurement rule M4(F664). But my opinion is as per rule M4, the integral part means, the overlapping portion of beam and slab, and that part will be under slab item, and the balance portion will be under beam item. eg: If the beam size is 300mmx1000mm, and the slab thickness is 200mm, the overlapping area is only 300mmx200mm. As per the opinion of consultant, the total quantity will be under slab, and as per my opinion, only 200mm thickness will be under slab, and the balance part of the beam-300mmx800mm will be under beam item. Please comment according to CESMM3. Rule M4 does not permit the protruding part of the beam to be measured under the Descriptive Feature F664 and therefore there is no option but to measure the total quantity under F632 (even though the thickness of the slab at this location falls under F634). Since CESMM3 is not generally used to measure building works, this does not give rise to an issue in large pours of concrete in civil engineering works as there is not much cost significance. However in building works this matters. When CESMM3 is used to measure simple building work incidental to civil engineering work, such weaknesses need to be remedied by BOQ compilers by clarifying in the Preamble and either measuring such items as given in your opinion above or measure it as a slab but under relevant different thickness ranges. First of all let me thank for all the genuine efforts you take to support us in our careers. No doubt having a professional qualification along with access to membership in professional institutions would be of great benefit for those who can afford to embark on such career programmes. However, considering the present circumstances, where most of us are having financial difficulties, unstable job conditions; it would be beyond our reach to afford a Programme of Study conducted by a foreign University at exorbitant rates. The University fees of Dhs. 7,500/- per Module in the UAE appears to be quite high compared to the Dhs. 10,000/- per Module of distance learning Masters degrees from the UK. When I pointed this out to the Universities (that I am having talks with) their explanation is that the Masters Degree programmes here in the UAE are of face-to-face teaching in Campus and therefore the fees should not be compared with those for distance learning programmes. Our only consolation is the exemption from 2 Modules which I am trying to push to 3 if possible. Under these circumstances, I would like to know whether it is possible to conduct another Training Programme to include all other topics of importance to become a competent Contract Administrator, in the same way how you conducted training programmes such as; SCA and CA-AC courses. If this opportunity is given alternatively, it would be of great help for persons with financial difficulties. Yes, for the benefit of those who cannot afford the University Fees, I will try to continue with my previous trilogy up to Contract Administrator Master Class and beyond, time permitting. Regards,

Code numbers attached to the various descriptive features listed in the first, second and third divisions of the work classes in CESMM3 do not appear any higher than 8. Please explain why the reason. 9 is left for you to use where a classification other than those listed have to be used (such as Asbestos Cement Pipes) and 0 (zero) is to be used where a listed classification is to be ignored or inapplicable (such as a thickness not being applicable to a bituminous spray), as we discussed during the 8th session of SCA. Kindly clarify the correct way of evaluation of Prelims as the project goes on, on a Design & Build Project, whether they should be paid as time related or in relation to actual progress achieved by contractor, specially in a situation of delay (due to both parties) and when no EOT has been granted. If the Preamble does not stipulate the method of paying the Prelims, then the method to be used should be the customary one.
