CONSULTANT PRE-QUALIFICATION FORM
A. Project Information
General
BAHRAIN AIRPORT COMPANY seeks to retain a highly qualified Consultant Company with a proven
background and record in sustainability design and LEED Certification in various commercial and
industrial markets, working closely with the design consultant for the terminal expansion and
refurbishment project at Bahrain International Airport.
As part of the Bahrain International Airport Expansion Program, the plan is to expand the Existing
Terminal building to 13.5 million, which will keep pace with the demands of todays aviation growth.
Bahrain Airport Company (BAC) is planning to expand the following areas of the existing Terminal
Building arrivals, departures and transfer,
The proposed expansion will increase the total built up area of the Terminal building and improve its
Service Level to B.
In brief, the terminal expansion and refurbishment project shall address the following:
Transfers/Transit area
Arrivals passport control
Arrival Baggage Claim Hall
Additional economy check-in Counters
Dedicated First and Business class check-in with supporting immigration and security
Expansion of departure immigration passport control
Expansion of departure passenger security control
Additional departure retail facilities
Dedicated departure holding gate
Departure coaching gates with dedicated holding lounges
Transhotel (a 30-room airside Hotel with facilities)
VIP lounges
Airlines lounges
BAC administration
Additional car park facilities
B. General Requirements
Objective
The aim is to shortlist suitable reputed sustainability and LEED design consultancy firms for participation
in a tender to providing guidance and facilitation of LEED services during the design and construction
phases in addition to involvement during the occupancy in order to assist BIA in achieving the goals of
obtaining LEED certification upon completion of the expansion.
Role of the selected LEED Consultant
The role of the selected Consultant is to provide a complete and comprehensive services required by the
airport program from the initiation and concept design to completion of the expansion and refurbishment
program. The Client shall have an independent design and supervision consultant whose scope of
services includes sustainable design that would result in obtaining LEED certification.

Role of the LEED Consultant shall include but not limited to:
a. Review the best practice available in market to achieve highest level of LEED for the terminal building
and other related facilities.
b. Coordinate the project team as necessary to obtain certification
c. Distribute all necessary information to team members for credit compliance
d. Coordinate, collect, and review credit documentation, and complete and manage the assembly of
documentation.
e. Lead charette during the design and construction stages
f. Provide Energy Modeling assistance to the design consultants and analyze the most effective energy
conservation approach.
g. LEED Facilitation of design and construction process including streamline of application and
certification, including administering workshops with consultants and contractors
h. Guide the design and supervision consultant throughout the design and construction phases to
assure the compliance with targeted LEED credits
i. Prepare all LEED certification documentation including registration with USGBC and obtain LEED
certification for BIA
Minimum Requirements of LEED Consultant
1. Registered Professional Engineers and AP LEED Certification Specialists
2. The Consultant shall have a minimum (7) years experience in Green and sustainable building related
works and shall have successfully completed projects of various size and scope.
3. Consultant experience shall include: design charettes and review; construction activities; postconstruction warranty activities
4. Recent (last five years) experience with sustainable design and construction projects, specifically
LEED.
5. Systematic and multidisciplinary approach to planning, design, and construction.
6. Extensive experience (minimum 5 years) in streamlining the project LEED certification process
7. Extensive experience in dealing with design consultants and contractors

1. Compliance statement in a matrix format showing the minimum requirements stated above. Any noncompliance shall be clearly noted.

4. Qualification of Consultant statement which should indicate the experience and qualifications of the
Consultant including LEED project experience.
5. Project References (as per Section D following this page)
6. Quality Control/Quality Assurance Statement/Document (as per Section E following this page)
7. Project Team: Identify project key staff members that would be involved/assigned to this BIA project.

8. The latest audited financial statement of the Consultant (less than 2 fiscal years old). Include last
years unaudited financial statement if last years audited financial statement is not available.

C. Evaluation Criteria
The evaluation of the Applicant Consultant will be based on the following specific evaluation criteria:
1. Experience (past and present) acting as a LEED Consultant whether as a design consultant and/or
other capacity
2. Number and value of LEED projects completed in the last five years (a minimum construction value of
$50,000,000 shall be considered)
3. Recent experience with sustainable design and construction projects (Specifically LEED)
4. Knowledge of building environments, materials, operations, and maintenance, FM, and training
5. Experience in energy efficient equipment design
6. Experience in simulation, modeling, and life-cycle costing
7. Experience in charette
8. Experience in Commissioning
9. Experience in the preparation and registration of LEED applications including the streamlining and
facilitation of LEED design implementation during design and construction phases
10. Experience in LEED Certification
11. Experience of Team members
12. The sound financial capability of the Consultant
The pre-qualification document submission and evaluation is governed by the rules and regulations
stipulated by the law regulating government tenders and purchases and its implementing regulations and
Tender Boards decisions.
Applicant Consultants shall pass threshold of eighty (80%) of possible (100%) score to
be qualified for the shortlisted consultants.
