Philippine Higher Education: Relevant Accessible Quality
Out of the 14 higher education institutions (HEIs) that applied for increase in tuition and other school fees, only nine have complied with the procedural and documentary requirements. This is 9.47% of the HEIs in the Eastern Visayas region.
All of these nine schools are private, namely: - ABE-ICBA Tacloban Campus - ACLC Ormoc Campus - ACLC Tacloban Campus - AMA Tacloban Campus - JNPC, Kananga - Saint Michael College, Hindang - STI College Ormoc Campus - Sto. Nio College of Ormoc - Western Leyte College of Ormoc Consultative meetings with the different stakeholders were conducted by the HEIs before their application for an increase. Among the reasons cited for the increase were for the benefits of the teaching and non-teaching personnel including increase in their compensation, renovation of buildings, procurement of lab equipment, and funding the more expensive operating expenses. The average tuition fee increase in the region is P26.21 (7%) per unit. An old student will pay an average of P449.16 per unit come June 2013. For 24 units, the student will pay an average of P10,779.84. This is on top of the other school fees that total to an average of P7,830.00. Tuition and Other School Fees Increases are covered by CHED Memorandum Order No. 3 s. 2012.

Bautista sees quality thru typology


CHED Commissioner Maria Cynthia Rose B. Bautista addressed a number of higher education institutions officials and CHED personnel from regions 6, 7, 8 and 9 at the Zonal Orientation on CMO 46 s. 2012 (Policy-Standard to Enhance Quality Assurance [QA] in Philippine Higher Education Through an Outcomes-Based and Typology-Based QA) on April 12 in Cebu . CMO 46 is not about typology; it is about quality assurance and outcomes, said Dr. Bautista. She added that the higher education institutions (HEIs) would be typed by their mission not by their program offerings. Typology is a way towards quality assurance, she expounded. CMO 46 states that a good typology gives way to the establishment of more appropriate QA standards or mechanisms as well as develop intervention for specific types of HEIs. Furthermore, differentiating among types of HEIs would provide a more rational monitoring and evaluation system for quality assurance purposes. Eventually, this rationalization would improve the relevance and efficiency of the higher education system. Dr. Bautista then shared that Philippine HEIs might have quality education but they did not meet survey indicators for international ranking; thus, CMO 46 advocates quality assurance. With this new policy, CHED commits to develop competencybased learning standards that comply with existing international standards to achieve quality.

R8 HEIs take baby steps toward amalgamation


On June 7, ten higher education institutions (HEIs) and one local college in Eastern Visayas were represented at the Consultative Meeting on Amalgamation of HEIs held at the NEDA Regional Office VIII, Candahug, Palo, Leyte. The meeting is Region 8s answer to the governments call to support the Medium-Term Philippine Development Plan 2011-2016 which highlights restructuring public higher education institutions (RPHEIs) through amalgamation. It carried through the covenant signed by the PASUC Officers and all SUC Presidents on May 17, 2012 when they expressed commitment to pursue and institutionalize the reforms proposed in the Roadmap of Public Higher Education Reform 20112016. CHED Deputy Executive Director Napoleon B. Imperial introduced the Green Paper on Amalgamation; it covered its early beginnings, legal and technical bases and vision. He also shared the experiences of some other groups or region that worked on a Regional University System (RUS). Dr. Jose L. Bacusmo, President of the Visayas State University, showed the comparative models of two amalgamated American University Systems. He ended his presentation with the Proposed RUS Model for Region 8 which the participants took for further study and deliberation. RPHEIs which aims to rationalize the number, size, and roles of HEIs through systematic interventions also involves the Regional Development Councils to pursue amalgamation. Present during the meeting were officials from Eastern Samar Sate University, Eastern Visayas State University, Leyte Normal University, Maasin City College, Naval State University, Northwest Samar State University, Palompon Institute of Technology, Samar State University, Southern Leyte State University, University of Eastern Philippines and Visayas State University. Also represented were NEDA, DOST, DPWH, DTI, DBM, DA and CHED. Atty. Bonifacio G. Uy, Director of NEDA-RO8, welcomed the participants with his opening message. A local task force (LTF) that will work on the next preamalgamation activities was identified before the adjournment. Dr. Bacusmo was named Chairperson of the LTF.

Quality is the alignment and consistency of the learning environment with the institutions vision, mission, and goals demonstrated by exceptional learning and service outcomes and the development of a culture of quality.

CHED steps up monitoring


On oversubscribed programs under moratorium
This year, all CHED regional offices will focus their monitoring activities on oversubscribed programs under moratorium, namely, maritime education, hotel and restaurant management and hospit alit y manage me nt , teacher education, information technology education, and business administration. CHED Central Office mandate came in the heels of a study conducted by its Office of Policy, Planning, Research and Information (OPPRI) in 2012. Results showed that the substandard quality of the program offerings and the consequent low employability of program graduates are the basic underlying causes of oversupply of graduates in the said programs. The stepped up monitoring aims to track the progress in quality improvement of these programs and to enforce sanctions due to low licensure examination performance . It will also ensure compliance with the requirements set by the respective policies, standards, and guidelines (PSGs) of the programs. During the visit, program offerings must meet the minimum requirements set by PSGs. Among the areas that will be covered by the monitoring include: A. Administration B. Faculty Members Development (COD) program will also be implemented. It provides development support to marginal program offerings through an outreach program of higher education institutions (HEIs) as a component of CHED-funded COE/COD projects such as faculty development, mentoring on research, access to library facilities and sharing of best practices. More HEIs are encouraged to participate in the COE/COD program in order to promote quality program offerings. These COEs and CODs will conduct extension services to help non-compliant programs. Closure of program offering due to noncompliance with standards set by the programs PSG shall proceed as prescribed by Section 61 of CMO No. 40 s. 2008, or the Manual of Regulations for Private Higher Education.

The Commission on Higher Education (C H E D) was created on May 18, 1994 through the passage of Republic Act No. 7722, or the Higher Education Act of 1994. C H E D, an attached agency to the Office of the President for administrative purposes, is headed by a chairman and four commissioners, each having a term of office of four years. Out of the 1,323 beneficiaries of the Commission on Higher Education (CHED) Scholarship Programs, 758 are enrolled in private higher education institutions (HEIs). The government, through Tulong Dunong and Study-Now-Pay-Later Scheme, enables deserving students to afford college education offered by private institutions not only here in Region 8 but also in other regions. Other scholarships are one-town-one-scholar , full and half merit programs.
