BACKGROUND
In order to impart skill training and accomplish ground level physical delivery of new technologies at the doorsteps of needy persons, CRISP plan to establish 04-05 Extension Centres in its vicinity. Extension centres shall be setup under a partnership mode. These centres will act as an extension arm of the CRISP and will provide skill training in the areas mutually. NGOs voluntary organisations professional experts, technical and educational Institutions, etc. would be involved in the establishment of Extension Academies. These agencies may provide land/building for these centres. CRISP may extend facilities for strengthening extension activities. Each identified centre shall also set up relevant facilities required to run the courses. All activities such as, Skill Development Training programs, dissemination of Appropriate Technologies, Technical and Support services, and Creation of Awareness about technological advancement and contemporary issues of importance are to be done through Academies.
AIM
The main objectives of the scheme are: To impart skill development training to the intended target groups. To disseminate appropriate advanced technologies. To create awareness among the target groups about technological advancement and contemporary issues of importance. Develop a network with partner institute for expanding the scope of training to those who wish to avail CRISP trainings but are unable to do so because of distance
SCHEME HIGHLIGHTS
Training will be delivered by trained faculties with rich Industry experience and having industry certifications in the respective areas. As a part of quality improvement program (QIP), CRISP will regularly arrange orientation program for the partners signing the MOU. Students can do industry relevant projects with the state of art equipment / facility and expertise available at CRISP Academy.

Students will be encouraged and supported to attain industry certifications like, CISCO, LINUX, CATIA exams etc. Hands on training will be provided by using appropriate softwares, portable kits etc. Hands-on-practice on sophisticated simulation kits for better understanding of the subject. The focus of training is on operations, troubleshooting and maintenance, such experiences creates conceptual clarity that helps in providing solutions adequately.

The above on-site course training will take place at CRISP Academy premises and the minimum & maximum student batch size for commencing a batch will be as per the availability of training equipments ensuring all participants should get at least 75% of equipments time.
The CRISP Academy shall follow the CRISPs training calendar norms in terms of fees and duration.

BEST PRACTICES
The Partner/CRISP Associate will not outsource any training, project work. Use of Advanced Technology and Adequate computing infrastructure in terms of PCs, LAN, Internet etc of private partner for delivering quality training to a large number of students. Creation of value added courses as part of TQM (Total Quality Management) practice to improve academic standards. Provide inputs of soft skill to participants, which could help them in managing the working environment. Before training, understanding the exact requirement of participants will fulfill the training objectives. All training and development programs cascade down from the overall strategic goals. There should be explicit alignment between programs, learning objectives, and business objectives. Training today is not only strategically linked, but is also subject to the some measurements as every other business activity. It must show a return on the investment, either in the long term or the short term. Training strategies must be aimed at knowledge retention and transfer to the workplace. Rather than teaching theory, the learning by doing must be implemented through assignments that closely resemble their own work. One of the most important elements of best practice training and development is that it should easily be transferred back to the workplace. This is achieved through the timing of the training, the quality of the content, and the quality and appropriateness of the delivery method.

SELECTION OF PARTNER/CRISP ASSOCIATE
Selection of partners or Associates to become Academy will be based on predefined criteria and procedure under the heading Eligibility Criteria and Registration Procedure. To become the CRISP Academy, the major aspects that associate need to be fulfilled are Available Infrastructure Building & Space Parking area Location of Institute Training Equipment Power backup Investment capabilities Man Power Past Experience Strategy for running centre Any new / existing institutes can be considered to become the CRISP Academy provided they fulfill eligibility criteria.

EVALUATION OF PROPOSAL
The proposal will be evaluated based on criteria stated below to determine whether proposal is responsive to the requirements. A 100 point scale will be used to the final recommendations. Note: The CRISP may invite the partner to make a presentation, which would be intended to enable CRISP to have a better appreciation of the proposal and to provide an opportunity to seek additional information and clarification in order to facilitate the evaluation process. ELIGIBILITY CRITERIA
The applicants fulfilling the following conditions are eligible to apply for CRISP Academy. 1. Educational / Training Institutes: Any educational/ training institute fulfilling any of the following criteria: College / Institute affiliated to a university (set up by a Central or State government) or recognized by the University Grants Commission (UGC). Schools / Institutes approved by Central or State Boards of Secondary Education (or equivalent) or Boards of Technical Education. Distance Education Institutions (DEIs) that are approved by Distance Education Council (DEC) of India on or before the date of submission of application.
2. Organizations/ Institutes set up by Government: Organizations / Institutes (including autonomous organizations) set up by Central Government / State Governments Administrations. 3. Companies/Firms/Society: Company/Firm fulfilling any of the following criteria: An organization providing training or intended to provide training. It should have a valid Permanent Income Tax Account Number (PAN) or Service Tax Registration Number (TAN) and audited accounts of statements for the last year. 4. Companies/Firms /Registered Societies/Trusts engaged in providing training: Companies/Firms/Registered Societies/Trusts fulfilling any of the following criteria: Registered Company /Firm/ Trust/ Society conducting vocational education / training / job oriented / self employment/entrepreneurship development training courses holding a valid Permanent Income Tax Account Number (PAN) or Service Tax Registration Number. It must have audited accounts of statements for last year and should not have been black-listed by any Government entity in India. 5. Individual
Any Individual having overall capacity to start & run the Institute. He/She should have a valid Permanent Income Tax Account Number.

REGISTRATION PROCEDURE
1. Advertisement: CRISP will advertise for inviting Expression of Interest (EOI) and for registration of CRISP Associates to run various training courses through CRISP Academy. 2. Application: 1. Duly filled in and signed application in the prescribed form (Section 11) along with prescribed application fee in the form of Demand Draft (DD)/pay cash & attach receipt copy and the necessary supporting documents shall be submitted to the CEO office either in person or through speed post/registered post. The envelop must be titled Application for CRISP Academy. 2. The application should spell out all the following: I. Documentary proofs of eligibility to apply as CRISP Associate in accordance with relevant provisions under stated conditions in Eligiblity Criteria. II. A brief description of the agency, the functions and services. III. IV. V. VI. VII. VIII. IX. X. XI. Details of infrastructure & space available (supported by photographs). Details of equipment and training aids presently available and proposed. Financial position supported by balance sheet. (Not required in case of new setup) Past experience in conducting the training & education. Plan of staff (manpower) for proposed activities and their experience with regard to proposed courses, policy on capacity development and retention. Process of mobilization of participants for training. Methodology of conducting training programmes in identified subject areas Details of its promoters and their background. Detailed plan of the organization for conducting training including sectors/ trades, onsite/ offsite, mobilization of resources (financial, instructional, administrative and physical equipment, raw-material, space, etc.), on-the-job training, organizing post training support for employment to students, etc. Industry tie-ups (if any) for post-training support and further providing employment (wage employment/ self employment). Location of proposed centre. The above requirement is the basis for evaluation of the application and shall serve as the blue print for proper evaluation of the applicant and further development. 3. Application for registration should be signed by any of the following: a) The Director or authorized person of the Institute/Company/Firm. Authorization letter to be submitted for authorized signatory.

b) Officer designated by the Government in case of Central/State Government organizations. c) The Chairman or Secretary of Society/Trust. d) The owner of the firm/institute. e) The Individual himself/herself interested in becoming CRISP Associate.
4. Applications can be submitted any time round the year to the CRISP CEO Office for the year 2011. 5. Organizations or persons interested for more than one training centre, are required to fill up up application for each centre separately accompanied by separate application fee. 3. Application Fee:
1. Format of the Application form is enclosed with this document as Annexure or can be downloaded from CRISP web Site www.crispindia.com 2. The application must be accompany a Non-Refundable application fee in the form of a Demand Draft/cash for Rs. Five Hundred Only (` 500.00) in favour of CRISP Society payable at Bhopal, failing which, the application will not be considered for evaluation.
3. There is no condition for exemption on submission of Application Fe e. 4. Evaluation of Application:
1. A CRISP Academy Evaluation Committee (CAEC) having 3 member will be constituted for the evaluation of the applications. This committee will be constituted by the CEO of CRISP. It will have three (3) members. 2. The CAEC will meet once a month to evaluate the applications received. 3. The applications and related documents shall be duly scrutinized by the CAEC. Deficiencies if any, in the application shall be communicated to the applicant. The applicant shall furnish all such information/ documents / proofs sought for the purpose of evaluation, within 2 weeks time. 4. CAEC will call the applicants for a presentation /discussion. 5. The applicants shall bear all costs for making the presentation or submission of information / documents as desired by CAEC. 6. The CAEC will inform the applicant, the decision of the committee about the approval/ rejection of the application through written communication either by mail or letter. 7. The applicant whose application is rejected by CAEC on due evaluation will not be eligible to apply for registration as CRISP Academy for a period of six (6) months from the date of communication. If on re-applying, the application is rejected again, the applicant will not be eligible to apply again for a period of one year from date of second rejection.

5. Parameters of evaluation: The evaluation of an organization/ institute for becoming CRISP Academy shall be done by CAEC based on criteria specified under Application, in Registration Procedure. 6. Issuance of Letter of Registration A. Based on the evaluation of the application & presentation by the applicant, eligible applicants shall be registered as CRISP Academy & shall be issued a registration letter by CEO CRISP. The applicant (Institution / Individual) will be called Associates & Centre will be called Academy. B. The registration of the CRISP Academy will be valid for one year from the issue of letter and shall be renewed annually by CRISP after getting recommendation from CAEC. CAEC will review & give its view to the Management for renewal of CRISP Academy. C. The selected CRISP Associate shall submit a Performance Guarantee in the form of a DD for Rupees Fifty Thousand only (` 50,000.00) for performing all the obligations arising on acceptance of all the terms and conditions of registration as CRISP Academy failing which the registration letter will not be issued. The Performance Guarantee shall be valid for the period of registration. CRISP will have the absolute right to encash Performance Guarantee, if sufficiently convinced of negligence and lack of dedication to work, on the part of the CRISP Academy. D. Request for exemptions on bank Guarantee will not be entertained and is mandatory for all CRISP Associate. E. The selected CRISP Associate shall submit an amount of Rupees Thirty Five Thousand only (Rs.35,000.00) as Annual Mentoring Fee, which is to be paid along with PG for 1st time and then annually at the time of renewal of registration as CRISP Academy, failing which, the registration letter will not be revised.
7. Suspension / Cancellation of Registration: 1. CAEC or any nominated representative of the CAEC may carry out random visits any time for verifying the status of the institution and to ensure conformance of norms and standards. 2. CAEC or any nominated representative may also conduct an inspection from time to time with or without notifying the CA, in cases where specific complaints of misrepresentation, violation of norms and standards, malpractices etc. are received to verify the facts. Upon inspection, such complaints if found correct may decide to Cancel / suspend the registration of CRISP Academy and/or forfeit the Bank Guarantee submitted by it.

3. Depending on a particular case, CRISP Academy may be allowed to create the facilities/ remove the deficiencies / comply with stipulated conditions/ fulfillment of prescribed requirement within specified time as alloted by CAEC. 4. If any of the documents submitted by the applicant is found faulty, the registration of the CRISP Academy will be cancelled and CRISP Associate will be black-listed, the Bank Guarantee will be forfeited and it will not be allowed to register as CRISP Academy in future. 5. The proposal for cancellation of registration of a CRISP Academy will be considered by CAEC and based on its recommendation; CEO will review and decide to issue the cancellation order. 6. Before cancellation, a show cause notice can be issued to the CRISP Academy giving 15 days time to provide a justification to defend the cause for notice why the registration should not be cancelled for << give the reason>>. 7. In case the incomplete courses of student, the expenses incurred to complete it, Will be adjusted against PG.
8. Other Conditions
1. The selected CRISP Associate shall submit an undertaking that he/she shall provide necessary training infrastructure required to run the CRISP Academy courses. If at any stage it is found that CRISP Associate is running the courses without necessary training infrastructure, he/she will be warned to create the infra within given time line, till then the related course at centre cannot be approved. 2. The CRISP Academy would be eligible to run only those courses for which it has been registered. If the Academy wants to discontinue a course, running under it shall inform the CAEC about the same 1 month in advance. 3. The CRISP Academy shall submit the schedule of courses it intends to run every six months. CRISP Academy cannot start any course(s) without written approval from CAEC. 4. The CRISP Academy can run off-campus courses only within the district with prior approval from CAEC in which the training centre has been registered. 9. Evaluation of CRISP Academy 1. Evaluation of training delivery and assessment functions are aimed at ensuring quality. Performance of the CRISP Academies would be closely monitored based on the output and outcome of the training provided by them. Rating would be

awarded to the CRISP Academies from 2nd year onwards based on following criteria: Grading A B C D Online Feed Back received from participants 80% and above 60% - 80% 50% - 60% Below 50% Desired Good, requires improvement Warning for discontinuation* Course will be discontinued* Remark
2. CRISP Academy will be informed about the feedback received from the participants on per course basis. 3. *In case training feedback falls in C grade, it will require analysis to identify, shortcoming & take appropriate necessary action. Faculty will be called immediately to CRISP Bhopal (on CRISP Associates expenses) for identifying the problem. The course will be suspended till training of trainers (on CRISP Associates expenses) is conducted for the faculty or new faculty is appointed. 4. *If the feedback of training indicates D grading, the course will immediately be suspended till the appointment of new faculty or training of trainer is carried out for the faculty.
10. Power to modify The CAEC committee & CEO have the power to modify any of the provisions of these regulations in respect of any class or category of institutions.

ASSOCIATION CHARGES
Following are the association charges: One time security deposit - `50,000/- (Refundable without interest) AMF(Annual Mentoring Fee) - `35,000/AMF will be utilized in CRISP on following heads S.No. Heads of Expenditure 1. Second Year onwards CRISP and CRISP Associate will share the revenue in the ratio of 30% and 70% respectively. TDS: At the time of transfer of amount to the CRISP Associate, TDS is applicable as per the prevailing government norms.

RESPONSIBILITIES
Responsibilities of CRISP: 1. CRISP will provide one free of cost training to staff of CRISP Academy. 2. CRISP will advertise & market its own trainings. Although the local publicity is permissible at partners own cost. 3. Provide sample / format of course brochures. 4. Regular Monitoring of activities. 5. Provide certificates for participants who have successfully completed training.
Responsibilities of CRISP Academy: 1. Depute one person for single point of communication with CRISP Bhopal. 2. Will manage & maintain the requested infrastructure like Building, Computers etc. 3. Will bear all recurring expenses on Salary, telephone, Internet, electricity etc. 4. Collect fee from participants & remitted to CRISP account well in advance to get certificates of the participants. 5. Run the CRISP courses as per the guidelines of CRISP. 6. Send faculty / staff for the Training of Trainers at CRISP Bhopal. 7. Maintain the machine and equipments regularly to insure the training quality. 8. Manage the man power required to run the centre and courses. 9. All monthly expenses shall be borne by CA for any CRISP training. 10. Provide & Maintain all document as per prescribed format. 11. Update the Training MIS on real time basis. 12. Prepare yearly training calendar & submit to CRISP well in advance 13. Carry out market scanning & promotions(Seminars , Workshops, road shows) for demand of other trades as well as brand positioning at respective town/city, for starting training in future by CAs.

Joint Responsibilities of CRISP & CRISP Academy: 1. CRISP & CA would nominate their representatives to form a team which would mutually decide the various activities of the assignment and formulate strategies for effective functioning and successful implementation of the trainings. 2. All support services & related activities will be planned and organized with mutual consent of both parties. 3. Monitoring and evaluation of the deliverables will be done jointly by both parties to see the progress and suggest any corrective action if required.

CRISP ACADEMY IMPLEMENTATION PLAN
Step 1 : Submit Proposal for registration as CRISP Academy . Step 2 : application is to be submitted as prescribed in Format B along with enclosures mentioned in Enclosure Documents. The CAEC will decide the eligibility, based on the documents submitted Step 3 : Building and location approval: The location and building is to be approved from CAEC. The committee will approve the centre on following grounds: Locality & Building Conditions of the centre. Approach & Public transport availability to the academy. Sufficient parking space for students. Availability of drinking water. Class room and Labs dimensions. Proper ventilation and light in classrooms Overall ambience of centre. Possibility for expansion in future. Availability of electric supply with power backup.

CERTIFICATION
After the completion of the training, CRISP will provide the certificate to all participants of CRISP Academy fulfilling the following : Registered in class before the commencement of batch. (Exception under notification of HOD of concerned department). Training has been completed and 100% fee is remitted in CRISP account. At least 80% attendance of participants. In case of less attendance, it will be the sole decision of the HOD of the respective training department at CRISP. Must successfully complete at least two practical assignments. (one in middle another at the end).

QUALITY MEASURES
The CRISP Academies must ensure that training or the projects taken on behalf of CRISP must be carried out within the scope of the quality standards laid down by CRISP. Extra care should be taken for any circumstances which may occur. Some of the suggestions are as follows: 1. Insure backup power for atleast 1 hour for training equipments 2. Inverter backup for classroom light and fan atleast for 2 hour. 3. Cleanliness at classroom, computer room & restrooms. 4. Insure proper ventilation. 5. AC/cooler in theory class room. 6. AC in computer labs. 7. Well maintained furnitures. 8. Provide atleast 5-10 min. break in a 2 hour session. 9. Provide tea to all participants. 10. Regular maintenance of training equipments must be done. 11. Insurance of training equipments. 12. Provide training kit to each participant (consisting of folder, writing pad & pen).

LEGAL
In case of any dispute, the matter would be resolved mutually through amicable discussions between CRISP Associate/partner and CRISP senior officials. However , the decision of the Committee formed by CEO- CRISP will be final and will have a binding on both the parties. Termination: Project review will be done annually and agreement may be terminated if not found satisfactory. However in case of any discrepancy a Notice/ Warning letter can be issued to the CA and more than 5 (five) such Notices/Warning letter would attract immediate termination irrespective of year completion. These Notices/Warning letter can be issued upon receiving complaint related to the: Functionary of the centre. Fake Certification. Alteration in any course without notifying the concerned authorities at CRISP Bhopal Financial discrepancy. Running CRISP courses at centre or organization other than the mentioned in Format A & Format B. Undefined Factors In case of any issue, not mentioned in manual, needed to be addressed, the decision of CEO CRISP will be final.

Inverter Power inverter of calculated load for lights, fans and other accessories should be separate. The load should not be on UPS.
Curtains Proper curtains windows are required to dim the light of room from suns rays to get sufficient illumination from MM Projector. Curtain/vanishing blinds would be an added benefit, for covering windows, which would help as protection from dust and excess outside light. Venyl Carpet As per the condition of floor, if required, a decent color vinyl carpet is suggested for the computer room.
