Then, now having 28x - 12 + 2x, combine the like terms in the expression. After combining like terms, the expression is simplied to 30x - 12. But, what you do to one side of the equation, you must do it to the other. Knowing this, add a positive ten to the negative thirteen. Next, you have -2x = -3.
