If one takes the assumption that the dominant form of firepower in future conflicts is in the shape of 0s and 1s - data, data transport, and sense making - an argument can be made that we are already in major combat operations. The underlying data that allows both humans and machines to make timely and well informed decisions is a major COG and has to be defended prior to use in physical domains. This is the time, before actions in the physical realms, to go after that COG - Volt Typoon attacks are a clear indicator that at least one actor sees the world this way.
