The lifeboat was being returned to its station. The boat is a Shannon class lifeboat 13-28 Richard and Caroline Colton.
Hastings Lifeboat Station

The current lifeboat station was built in 1995, it has a visitor centre open through much of the year. Found at The Stade off East Parade in the Old Town.
