Teenager Riley's mind headquarters is undergoing a sudden demolition to make room for something entirely unexpected: new Emotions! Joy, Sadness, Anger, Fear and Disgust, who’ve long been running a successful operation by all accounts, aren’t sure how to feel when Anxiety shows up. And it looks like she’s not alone.

I’m diagnosed DID and I do think that lots of people with DID consider the idea of inside out to be DID adjacent in a lot of ways. There are many people in one head. This is not intending to be DID, doesn’t refer to DID and is present in all characters heads so is not typical of DID. These emotions are not caused by trauma as DID is.

Riley gets an anxiety attack after getting a penalty in the big game tryouts, courtesy of Anxiety going out of control on the control panel. Riley's heart pounds and her breathing gets heavy as her mind races from the trauma because she's nervous about failing the big game, and thus not being able to impress Val and her hockey team. Thankfully, Joy successfully restores Riley's original Belief System/Sense of Self, which echoes positive affirmations about Riley. Joy then calls out Anxiety for being overprotective of Riley, and almost all the other Emotions hug the Belief System/Sense of Self to calm Riley down. Riley also confesses to her old friends her worries about them going to different high schools, and they assure her that they'll keep in touch, relieving Riley of her anxiety.

Just as movie begins, somewhat 5 minutes in the movie and a couple of minutes prior to the first timestamp there are soft glowing neon lights you can see in the official trailer. The first timestamp is non-strobing red emergency lights, a sample of which can also be found in the trailers online. The next timestamp is police lights - rather short and non-flashy.
About an hour into the movie, when the main characters get into a whirlwind "brainstorm" there are a few scattered flashes with no apparent strobe effect. The last timestamp has rather a glitchy than flashy effect, depicting a character moving around extremely fast.
Unlike the first Inside Out, no strobe lights were detected in this movie.
Everybody’s photosensitivity threshold is different, but most likely it’s safe for the majority.
