About Our Program
The CDOT Utilities and Special Use program is primarily responsible for providing services in the following two areas:
Regional utilities engineers work with other CDOT employees and utility companies to identify the utilities that are located within highway project boundaries and coordinate any necessary relocation of these facilities to facilitate highway construction activities.
Utility and Special Use Permits are issued to entities external to CDOT to manage the installation of utilities, or the performance of other types of work, within the state highway right-of-way.

- Terms and Conditions of Fiber Infrastructure in Right of Way (ROW)
Starting Dec. 21, 2023, entities wishing to install fiber in CDOT ROW can apply for a Special Use - Fiber Permit and pay an initial and annual fee for access to the ROW. To do so, follow the Utility/Special Use Online Permit Application Portal. For a Special Use - Fiber Permits, Utility/Special Use Permit Standard Provisions will apply as well as these Terms and Conditions of Fiber Infrastructure in ROW. Starting May 8, 2020, initial Small Cell Permit fees will no longer be paid by invoices generated and mailed from CDOT twice per year. You will be able to pay Small Cell Permit fees via Paypal, check or money order at the time of your permit application. Payment of your initial Small Cell fee must be received prior to the Small Cell Permit being issued. Recurring Small Cell fees are due annually on the date of the issued permit, You will be notified 30 days before the recurring Small Cell fee is due. - Applicants for installation or maintenance of Automated License Plate Readers (ALPRs) in CDOT ROW must be a Colorado law enforcement agency. The applicant must follow CDOT’s ALPRs Procedures including working with and gaining signature approval from Colorado State Patrol on an ALPR Evaluation and Checklist and reviewing and agreeing to CDOT’s Terms and Conditions of ALPRs. The applicant must comply with all of CDOT’s Terms and Conditions for ALPRs at all times and all other permit provisions.
