In his preface to the Shiji 史記 Sima Qian 司馬遷 used the expression chengbi tongbian 承敝通變 to summarize the content of the bashu 八書 (eight treatises). Scholars have provided different glosses for the meaning of the expression. For instance, Wang Liqi 王利器 defined the character 承 as 拯, while others such as Yang Zhongxian 楊鍾賢 and Hao Zhida 郝志達 defined it as 乘. Thus it is evident that the meaning of the expression has not yet been fully clarified. This article attempts to trace the origin of the expression by providing evidence to show that the expression coined by Sima Qian was used to summarize the content of the "Pingzhunshu 平準書" (The Treatise on the Balanced Standard) only, instead of the whole bashu. At the very beginning of the "Pingzhunshu," there is a line "漢興,接秦之獘" In view of this, 承 should be defined as 接, that is, "continuing from." In addition, this article has carefully collected evidence to show that the expression was derived from the concepts found in the Zhouyi (Book of Changes) and also in the core theories of Daoism. Sima Qian was well-versed in both works under the tutorship of his father Sima Tan 司馬談. According to Sima Qian, historical developments were cycles of rise and decline controlled by intrinsically invariable rules, an idea based on both Daoism and the Book of Changes. Thus these modern scholars, no matter whether they glossed the character 承 either as 拯 or 乘, they had stressed only the human factor, and deviated from the intention of Sima Qian who in fact put the emphasis on the natural law.

1950년대 이후부터 세계 자본주의 체제 속에서 초고속 개발의 ‘모범 사례’로 거론돼 온 동아시아는, 2010년대 후반~2020년대 초반부터 복합적인 총체적 위기에 부딪히게 됐다. 성장 동력(저임금 노동력 등)의 고갈 등 경제적 문제도 큰 몫을 차지하지만, 미 · 중 갈등 속의 북 · 중 · 러와 한 · 미 · 일 사이 대립의 첨예화, 그리고 상호 인식의 악화, 배타적인 국가주의적 민족주의의 강화 등도 이 위기의 중요한 부분들이다. 이 위기 국면에서도 평화를 지키며 앞으로 동아시아에서 평화 공생체를 지향해 가자면 한국 시민 사회는 몇 가지 부문에 집중된 노력을 경주해야 한다. 한 · 미 동맹 규정력의 상대화와 1국 단위의 배타적 민족주의의 극복 등과 함께 특히 중국 이민자에 대한 악마화와 배제의 근절, 그리고 보다 적극적인 평화 운동의 발전 등이 우선적으로 요구되는 형국이다. East Asia, seen as a high-speed capitalist developmental wonder since the 1950s, has encountered a complex general crisis from the mid-2010s – a crisis which aggravated in the beginning of the 2020s. Geo-economically, the crisis is sparked by the exhaustion of the erstwhile comparative advantages (cheap labour etc.). Geopolitically, the situation has been significantly worsened by the patterns of Sino-American hegemonic rivalry since the mid-2010. This rivalry contributed to the increase of tensions – including military tensions – between the USA-Japanese-South Korean and Chinese-Russian-North Korean de facto (quasi-)alliances, and to the unheard-of worsening of the mutual perceptions between Chinese and the citizens of “pro-American” states (Japan and South Korea). To help in maintaining peaceful intra-regional coexistence across the alliance fault-lines and to further work for building a closer-tied East Asian community of peace and comprehensive partnership, South Korean civil society must concentrate on combating the growing demonization of Chinese migrants and the pre-existing official narrative of (exclusionary and self-centered) “national history”, relativising the dependence on USA-South Korean alliance and revitalize radical peace movement, which would also include critical attitudes towards South Korea’s own push for increased defence exports.
