Effets de la dette publique sur les investissement dans l'UEMOA2024 •
Malgré qu’il soit une condition nécessaire pour le décollage économique tant recherché par les pays de l’UEMOA, le niveau de l’investissement demeure faible et cela face à une dette publique croissante. L’objectif de ce papier consiste donc à analyser les effets de la dette publique extérieure et intérieure sur les investissements des pays de l’UEMOA sur la période 2006-2020. Le papier prend en compte la dette intérieure, ignorée dans la plupart des travaux antérieure sur l’UEMOA. Il a été les méthodes à effets fixes robuste et des moments généralisés en système. Les résultats indiquent que la dette extérieure n’a pas d’effet significatif sur l’investissement privé mais a un impact négatif sur l’investissement publique alors que son service exerce un effet positif sur les deux types d’investissement. Les résultats révèlent également que la dette intérieure n’exerce aucun effet significatif sur les investissements alors que le taux d’intérêt de son remboursement exerce un effet positif sur l’investissement privé uniquement. Comparativement, on peut retenir que la dette intérieure est préférable par rapport à la dette extérieure en matière d’investissement dans l’espace UEMOA. Sur la base de ces résultats, les implications économiques sont que les pays de l’UEMOA doivent maîtriser l’accumulation de la dette publique extérieure et améliorer la qualité de gestion financière en investissant une grande partie des deux types de dette afin de booster les investissements. Cependant, la courte duré de la période d’étude ne permet pas d’étudier et de comparer les effets de court et de long terme. Despite being a necessary condition for the economic take-off so sought by WAEMU countries, the level of investment remains low with a growing public debt. The objective of this paper is therefore to analyze the effects of external and internal public debt on investments in WAEMU countries over the period 2006-2020. The paper takes into account the internal debt, ignored in most previuos work on the WAEMU zone. For this, we used the robust fixed effects method and the system generalized method of moments (GMMS). On the one hand, the results indicate that external debt has no significant effect on private investment but a negative effect on public investment while its service has a positive effect on both types of investment. On the other hand, the results reveal that domestic debt has no significant effect on investments while the interest rate of its repayment has a positive effect on private investment only. Comparatively, we can conclude that domestic debt is preferable to external debt for investment in the WAEMU area. Based on these results, the economics implications are that WAEMU countries must control the accumulation of external public debt and improve the quality of financial management by investing a large part of both types of debt in order to boost investments. However, the short duration of the study period does not make it possible to study and compare the short and lon terme effects.
