Throughout the world, e-government has become a key element of modernization and government reform programs. E-government has put a spell on public administration from Singapore to Uruguay and from the United States to Hong Kong. This worldwide movement is interesting from the perspective of information science and public administration science. For example, an interesting aspect of the worldwide e-government movement is the remarkable similarity between the e-government programs.

Current study is intended to examine, explore and review the current literature on e-government, and different aspects of e-Government. The role of constantly evolving technology is very important. It is categorically significant and has been proved as an excellent way of improvising the traditional and manual systems of any organization. E-Government is becoming a more popular way of administrating and looking at the state affairs. The current literature on the topic suggests that there is a significant role of e-government in many countries; however a few researchers also argue that this mode of government is vaguely present and is ineffective among the developing countries, despite having a considerable potential and scope in these countries. This paper examines the current literature on E-Government, including; theories and concepts of e-governments in various countries.

During the last decade computerised technology and advanced information systems in public administration has increased. Today these implementations in public sector are often part of the overarching idea of e-government. Included in the e-government concept there is also an expectation of an organizational redesign and a rethinking of public administration work in general. Lenk & Traunmuller (2000) points out that if the guiding vision ‘e-government’ should be realised, the public administration has to go through an institutional change. This is, as many researchers (Fountain 2001, Lin & Conford 2000, and Lenk & Traunmuller 2000) have noticed, not something that happens automatically. The public sector has a long institutional memory with ingrained habits which are embedded in routines, norms and bureaucratic politics. In this century, e-government is drawing significant attention especially in administration and business and in other service organizations. This paper attempts to clarify the terms e-government, e-governance and bureaucratic government. It also pays the attention to establish the relationship between e-government and bureaucratic government, contrasts them and tries to clearly picturize each other. Both E-government and e-governance are based on ICTs whereas bureaucracy’s base concerns traditional pen-paper and hard-and-fast rigid rules and regulations. The authors finally found e-government more effective, efficient, and mature and time oriented. On the other hand, bureaucratic form takes care of inflexible constitution and it is afraid of change with time. However, the modified e-bureaucratic form was found to be better than ordinary bureaucratic one to replace its former version. E-Governance as a Paradigm Shift in Public AdministrationThe ICT-blessed e-governance is transforming public administration systems worldwide and forcing a paradigm shift. E-governance renders a new way and style in each and every aspect of public administration. It brings about changes in the structure, functions, and processes of public service delivery, ushering transformation in the system through effectively connecting, engaging, and streamlining the relations among government, businesses, citizens, and other relevant stakeholders. Irrespective of certain obvious limitations and challenges, it not only attempts to ensure economy, efficiency, and effectiveness in service delivery, but also offers unlimited potential for combating corruption and many other bureau-pathologies in public administration. Based on secondary sources, this chapter offers brief theoretical discussions on e-governance, including, among others, its emergence, types of service delivery, and transformation stages.
