Abstract We submit newly developed citation impact indicators based not on arithmetic averages of citations but on percentile ranks. Citation distributions are—as a rule—highly skewed and should not be arithmetically averaged. With percentile ranks, the citation score of each paper is rated in terms of its percentile in the citation distribution.

When faculty members are evaluated, they are judged in part by the impact and quality of their scholarly publications. While all academic institutions look to publication counts and venues as well as the subjective opinions of peers, many hiring, tenure, and promotion committees also rely on citation analysis to obtain a more objective assessment of an author's work. Consequently, faculty members try to identify as many citations to their published works as possible to provide a comprehensive assessment of their publication impact on the scholarly and professional communities. The Institute for Scientific Information's (ISI) citation databases, which are widely used as a starting point if not the only source for locating citations, have several limitations that may leave gaps in the coverage of citations to an author's work. This paper presents a case study comparing citations found in Scopus and Google Scholar with those found in Web of Science (the portal used to search the three ISI citation databases) for items published by two Library and Information Science full-time faculty members. In addition, the paper presents a brief overview of a prototype system called CiteSearch, which analyzes combined data from multiple citation databases to produce citation-based quality evaluation measures.

Citebase is a new citation-ranked search and impact discovery service that measures citations of scholarly research papers which are openly accessible on the Web, ie papers that are assessable continuously online. Other services, such as ResearchIndex, have emerged in recent years to offer citation indexing of Web research papers. In the first detailed user evaluation of an open access Web citation indexing service, Citebase has been evaluated by nearly 200 users from different backgrounds.

Introduction The research community has long and often been fervently keen on debating the topic of journal impact. Well, just what is the impact of a journal? Today, the Science Citation Index (SCI) recognizes over 7,000 journals. The sheer number of available journals renders it pivotal for researchers to accurately gauge a journal's impact when submitting their papers, as it has become commonplace that researchers regard publishing their work in established journals to have significant influence on peer recognition. For journals in Management Information System (MIS), such research studies have continuously been published since the 1990s. Nine of them have been summarized by Carol Saunders, whereby seven were based on respondent perceptions by surveying experts, and two were based on the citation quantity to indicate the journal impact. Citation analysis is used in research evaluation exercises around the globe, directly affecting the lives of millions of researchers and the expenditure of billions of dollars. It is therefore crucial to seriously address the problems and limitations that plague it. Central amongst critiques of the common practice of citation analysis has long been that it treats all citations equally, be they crucial to the citing paper or perfunctory. Weighting citations by their value to the citing paper has long been proposed as a theoretically promising solution to this problem. Recitation analysis proposes to tune out the large percentage of perfunctory citations in a paper and tune in on crucial ones when performing citation analysis, by ignoring uni-citations (mentioned just once in a paper) and counting and analyzing only re-citations (used again and again in a citing paper).
