He was responsible for securing an additional $6 million USDOT funding to establish UT as one of the ten Tier 1 RSPA (now RITA) University Transportation Centers (UTC) in 1994, which continues to this day. He was one of the original PI's in developing the ITS Research Center of Excellence (RCE) proposal, which brought in a $5 million funding at Virginia Tech in 1993.
