Working with organizations such as the World Bank, UNDP, USAID, and numerous other bilateral development agencies, Dr. Boex has contributed to policy reforms in twenty countries around the world, including Afghanistan, Armenia, Bangladesh, Cambodia, Egypt, Ethiopia, Republic of Georgia, Indonesia, Kenya, Malawi, Mozambique, Namibia, Nepal, Nigeria, Russia, Sierra Leone, Swaziland, Tanzania, Timor-Leste and Uganda. Dr. Boex has authored and contributed to numerous books, book chapters, articles, and reports on intergovernmental finance, public expenditure management, and poverty reduction. In addition to his academic research and expertise in the management and provision of technical assistance, Dr. Boex has considerable experience in the development and delivery of academic courses and professional training programs in the areas of public sector finance and (fiscal) decentralization. As a scholar-practitioner, Dr. Boex engages in quantitative analyses as well as comparative institutional analyses in order to provide evidence-based policy recommendations. As the head of the Local Public Sector Initiative, Dr. Boex continually seeks to place public finances and intergovernmental fiscal relations within the context of a country’s political (governance) and institutional (administrative) systems. Dr. Boex holds a PhD in economics from the Andrew Young School of Policy Studies (AYSPS) at Georgia State University (1999). He is an Adjunct Professor with the Department of Economics at Georgetown University in Washington, DC. He is a member of the American Economic Association (AEA), the National Tax Association (NTA), the American Society for Public Administration (ASPA), and the Association for Budgeting and Financial Management (ABFM). Led a comparative review of the local government system in Bangladesh, reviewing functional assignments; political, administrative and fiscal institutions at the local level; as well as local participation and accountability. As part of public financial management reforms in Tanzania, reviewed all major formula-based grant formulas, proposed revisions to the resource allocation formulas when appropriate, and assisted PMO-RALG in updating the data for all allocation factors. Bangladesh Policy Review of Functional Assignment to Local Governments in the Delivery of Health and Education Services, UNDP, April – October 2014. Led a comparative policy review of the assignment of functional responsibilities assigned to local governments in the delivery of health and education services in Bangladesh. Working closely with the Development Partner Working Group on Decentralization and Local Governance (DeLoG), conducted a rigorous global analysis of the impact of local public sector expenditures and institutions on progress on the global performance indicators in the education and health sectors. Prepared a background paper on the fiscal and financial framework for secondary cities in Bangladesh, providing options and initial recommendations for strengthening the fiscal/financial position of municipalities in Bangladesh to provide basic urban services. Developed recommendations for the design and introduction of a second-generation intergovernmental fiscal transfer system, which forms an important input into the formulation of Sierra Leone’s Fiscal Decentralization Strategy. Governance and Public Sector Reconstruction and Programming in Fragile and Conflict-affected States, World Bank, October 2010-May 2011. Contributed to a comprehensive study on state-building efforts in fragile, post-conflict states and successful exits from fragile. The study formulated a typology of post-conflict regime types; prepared five detailed case studies analyzing successful exits from fragility; analyzed the role of the World Bank and the donor community in supporting post-conflict state-building, including trade-offs and tensions between the regime and the donor community; and offered lessons to the World Bank, both in its role as operational entity and as a knowledge leader. Municipal Revenue Potential in Mozambique, DANIDA/NIRAS, February – December 2010. Served as co-team leader and co-author of a study on municipal revenue potential in Mozambique, based on detailed analysis of municipal revenues in a sample of six municipalities in Mozambique. Working closely with the Ministry of Finance and the Ministry of Local Development, supported the USAID-funded Egyptian Decentralization Initiative (EDI) in the development of a draft Fiscal Decentralization Strategy. Domestic Resources Mobilization for Poverty Reduction, African Development Bank / PWC East Africa, February – May 2010. As part of a broader study on domestic resources mobilization in support of poverty reduction in East Africa, contributed as a senior fiscal expert on the role of fiscal decentralization and local revenue mobilization in support of domestic resources mobilization and poverty reduction. The study considered local revenue patterns in Kenya, Rwanda, Uganda, Tanzania and South Africa. An Assessment of the D-by-D Compliance of the Planning and Budget Guidelines for FY 2009/10, PMO-RALG / Government of Tanzania, September-October 2009 Prepared an assessment whether Tanzania’s national budget formulation mechanisms allocate budgetary resources to the local government level (and across local government authorities) in accordance with the Government’s local government reform policy and the national poverty reduction strategy. The study found significant opportunities to improve the implementation of the financial aspects of the country’s decentralization policy. Design of a Post-Conflict Recovery Program for Northern Uganda, DFID, March 2009. As part of a program design effort for a $100 million post-conflict recovery program for Northern Uganda, assessed the country’s governance structures and public financial management systems to determine whether earmarked budget support would be an effective modality for supporting Northern Uganda. Given the risk-tolerant stance of DFID, it was found that local governments could play an important and constructive role in a post-conflict recovery program for Northern Uganda. An Analysis of District Finances in Mozambique, Ministry of Planning and Development, November 2008 – March 2009. Co-authored a study analyzing district finances in Mozambique. The main objective of the study was to analyze the current situation of district finances in Mozambique and to present proposals for improvements in district-level financial management, based on theory and international best practices. Implementing and Consolidation of a System of Formula-Based Blocks Grants To Local Government Authorities In Tanzania, DANIDA/LGRP Basket Fund, May 2003 – December 2008 As Team Leader, led and coordinated efforts to advise the Government of Tanzania’s Prime Minister’s Office (PMO-RALG), Ministry of Finance and sector ministries on the implementation of a formula-based system of recurrent local government grants. In this role, prepared technical notes, facilitated workshops, engaged line ministry officials and development partners, conducted quantitative analyses of local government finances, assisting in setting up monitoring and reporting processes, and built the capacity of the Budget Department (Ministry of Finance) and the Directorate of Local Government (PMO-RALG). Intergovernmental Funding Flows and Local Budget Execution in Tanzania, Royal Netherlands Embassy, August-October 2008. As a senior public finance expert, prepared a background study (as part of the PER/PEFAR process) that analyzes the flow of funds to the local government level, comparing different funding streams to the local government level. The study found that the disbursement of block grants was generally more timely, complete and transparent than either the disbursement of recurrent subventions and basket funds or the disbursement of most (donor-supported) development grants to the local government level. Supporting improved Public Financial Management: Challenges to Effective Financing for Health in Tanzania, CIDA, June - August 2008. As a Public Finance Expert, took the lead in preparing a study that explores the main public finance management constraints in effectively using government public financial management procedures to fund health sector activities, and to make clear recommendations for resolving the identified constraints.
