En este artículo se aborda el análisis de las implicaciones, consecuencias y riesgos que conlleva... more En este artículo se aborda el análisis de las implicaciones, consecuencias y riesgos que conllevaría la inclusión del transporte marítimo en el sistema europeo de comercio de derechos de emisión, tanto a nivel ambiental como económico y operativo en los puertos europeos. Se pone el foco, en primer lugar, en aquellos puertos europeos cercanos a puertos extracomunitarios en los límites de la UE y con una componente fronteriza importante al imperar reglas del juego distintas, y, en segundo lugar, en las consecuencias que tendría sobre una posible deslocalización de las actividades portuarias en la reestructuración de las cadenas de suministro y de transporte en la UE.

This paper focuses on the location assignment problem for a semi-automated container terminal ope... more This paper focuses on the location assignment problem for a semi-automated container terminal operated by non-crossable ASCs, in order to achieve effective yard crane performance. A stacking algorithm is proposed taking both energy expenditure and ASC productivity into account in order to determine the best block slot in which to locate the arriving containers. The problem considers an isolated terminal block from an import/export terminal, assuming that the block assignment problem has already been solved and therefore only the stack and slot for the container need to be determined. Detailed individual movements and the weight of the container and the crane’s moving parts are utilized to evaluate energy consumption. Several other stacking algorithms, including one from a real terminal, are evaluated by a discrete event simulation model. Results indicate that the proposed algorithm can achieve greater ASC productivity and improved efficiency than standard benchmarking algorithms.

From that moment onwards multiple acts, laws and regulations have been approved not only in the US but worldwide aiming to regulate the security in the border inspections. Its goal: preventing any hazardous or even suspicious material from crossing the border of the country. This paper deals with the effects of installing scanning facilities in an already operating seaport terminal, and assesses what would the best number and placement of the equipment in terms of cost and quality of the service provided. The assessment is conducted by means of a simulation model of the delivery and receipt process of the terminal where different scenarios have been introduced, depending on the scanners performance as well as whether complimentary buffer areas are used or not in order to balance (or attenuate) the truck arrivals at the terminal. In this article a quantitative analysis of the cost structure a shipping company has to take into... more In this article a quantitative analysis of the cost structure a shipping company has to take into account when starting and running a regular Ro-Ro cargo line (a Short Sea Shipping line, for instance) is carried out. The object of this paper is to study Ro-Ro industry. However, Ro-Pax vessels cannot be excluded. Their behaviour when analysing the exploitation costs is very similar to Ro-Ro vessel’s, and it cannot be forgotten that nowadays most of the Ro-Ro vessels carry passengers as well. The empirical data used to formulate this paper are based on the Spanish market and the current Mediterranean lines. The aim of this paper is to find an expression for the total costs depending on the parameters of the analyzed route, bearing in mind that the vessel’s capacity will be an important factor. This paper analyses the competitiveness of the Short Sea Shipping (SSS) corridors than the road t... more This paper analyses the competitiveness of the Short Sea Shipping (SSS) corridors than the road transport by comparing the operational costs to move food (olive oil) products from Spain to several Italian ports. Many studies show that sea transport features present some very positive points both in economic and environmental terms. Three main scenarios will be considered: road only; road combined with accompanied SSS (the truck driver travels inside the ship); and road combined with unaccompanied SSS. Our findings shows that the transportation cost for the road alternative is about 30% and 34% higher than the short sea option for the exportations from Jaen and southern Catalonia, respectively. Large investments in equipment and infrastructure and the adoption of measures facilitating cooperation between carriers are necessary in order to improve the revealed performance.
Regular maritime lines with roll-on roll-off vessels must offer a reliable service without substa... more Regular maritime lines with roll-on roll-off vessels must offer a reliable service without substantial cost increases in order to be competitive. Port terminals need to be able to respond quickly to any disturbance that might appear and return to a smooth operational state in the minimum amount of time (resilient terminals). In this paper a complete taxonomy of the disturbances affecting the operational processes in a roll-on roll-off terminal is introduced together with a system able to assess the performance of any measure used to mitigate them. The study is based on an overview of the existing literature on the topic, a detailed diagram of the operational processes of the terminal, and an exhaustive set of interviews of the staff involved in the processes occurring in a roll-on roll-off terminal, together with field measurements. The main vulnerabilities are identified and possible corrective and preventive measures are pointed out.

Additionally, the most common approach has been on the operative level, in terms of time and cost for a specific origin–destination pair. This paper focuses on the strategic level. Particularly, its goal is to study the potential of short sea shipping in different industrial sectors by analysing their freight distribution strategies. To achieve the objective, some standard freight distribution strategies are defined, based on the requirements of the industry itself, the demand and the product being transported, and the importance of each in the decision-making about the distribution strategy. Also, a survey of companies has been done. The results allow evaluation of the suitability of adapting the distribution strategy of each industry to include a Short Sea Shipping leg.

However, the measure potentially affects the competitiveness of the maritime industry. In fact, so far, the industry has expressed concerns on the expected increase in ports congestion –specially in their land side- and its effects on the supply chain as well as on the cost overruns from scanning all containers. En los ultimos tiempos, las politicas europeas de transportes se han centrado en reducir el peso ... more En los ultimos tiempos, las politicas europeas de transportes se han centrado en reducir el peso del transporte de mercancias por carretera y promover medios de transporte que le sean alternativos, como medidas para reducir la congestion en las carreteras y su huella ecologica. Una de las medidas que se han puesto sobre la mesa, es la promocion del Transporte Maritimo de Corta Distancia (TMCD o SSS, en sus siglas en ingles) como una verdadera alternativa bimodal (ferrocarril/carretera combinados con transporte maritimo) al transporte monomodal por carretera. Distintos estudios certifican que el transporte puerta-a-puerta con algun tramo transcurrido en TMCD suele registrar menores externalidades por tonelada-kilometro (en costes ambientales y de congestion) que el transporte por carretera. Determinacion de los niveles de servicio” (CAPORT, de ahora en adelante). El objetivo del presente articulo es definir y caracterizar la capacidad y el nivel de servicio en terminales portuarias de carga rodada. A tenor de ello, el documento se estructura de la siguiente forma: primero se discuten los posibles indicadores de calidad que esten relacionados con la capacidad de la terminal, posteriormente se propone una metodologia para su obtencion seguida de un mecanismo de evaluacion de los mismos para finalmente llegar a una serie de conclusiones y propuesta de nuevas lineas de investigacion.

Purpose – The purpose of this paper is to analyse the economic benefits of short sea shipping (SS... more Purpose – The purpose of this paper is to analyse the economic benefits of short sea shipping (SSS) in the shape of Motorways of the Sea (MoS) compared to road transport. The study cover a gap in agro-food economics and analyses the economic benefits of sea transport mode compared to road transport in the food trade between Spain and Italy for a specific product: olive oils. Design/methodology/approach – Three different transportation scenarios are considered (road only, road combined with accompanied SSS and road combined with unaccompanied SSS) linking the main olive oil production and consumption areas in Spain and Italy. In each scenario the cost per unit shipped have been calculated. Findings – The results show the road option is about 30 and 34 per cent more costly than the best SSS option available for the exportations from Jaén and Southern Catalonia, respectively. Research limitations/implications – The need of further research is identified, mainly focused in two directions: first, the need for inclusion of new variables to the model (e.g. value of time, seasonality, complexity of the transport chain, potential demand, etc.) to better assess the competitiveness of the sea connection and, second, a study of the environmental impact and socioeconomic benefits of SSS implementation for the agri-food sector. Originality/value – The research enriches the current literature on this field and provides a basis for future studies. In particular, it corroborates the strategic decisions taken in the framework of European transport policy demonstrating a greater economic sustainability of SSS, and more specifically MoS, compared to the road transport.
