Satisfaction of data consumer with the data quality is a significant factor for active data utilization. This paper perform a study of data consumer satisfaction level towards data quality in using the information systems among the Malaysian disaster management agencies. The objectives of this study were to identify data consumer perceived data quality constructs that needed for active data utilization, to measure the satisfaction level of data consumers with the quality of data, and to investigate the significant of differences of overall satisfaction of data quality constructs among data consumers from different administrative levels. A stratified random sample design was used that involved 45 respondents from the different national disaster management agencies. The analysis on the perception of the data consumers on important data quality constructs revealed twelve from fifteen constructs that important for them; accessibility, timely, accuracy, completeness, valid, interpretability, consistency, clarity, relevant, comparability, usability and trustworthy. However, results from the Important-Performance Analysis evaluation considered only eight data quality constructs that significant for them. Data quality construct namely timely, accuracy and consistency were well maintained but trustworthy, relevant, usability, completeness and accessibility need to be improved. The overall satisfaction rate was capped at 65.8% based on Consumer Satisfaction Index and 63.96% based on Employee Satisfaction Index, respectively. This indicates that overall data consumer satisfaction was at moderate level. The results also indicates that there was no difference of overall perceived performance or satisfaction of data quality constructs among data consumers from different administrative levels.

In the light of this situation, the development of a new model and instruments to assess data utilization of flood management in Malaysia using a performance measurement approach has been proposed. Therefore, validation of the assessment model and instruments is required to determine acceptability for successful data utilization assessment implementation. The initial model and instruments went through two Delphi rounds with nine validation panelists. Consensus was reached among all panelists, indicating relatively high acceptance and it is quite evident that they have accepted the proposed data utilization assessment model and instrument for this study

It is based on our previous research findings in which we divided the geographical area into thirteen clutters/terrains based on the behavior of radio waves. We calculated the point-to-point distance from the antennas to mobile node by using receive signal strength and available signal strength information. A C# prototype was developed by using WiFi (IEEE 802.11 b/g standard) to record data points in different clutters at every 2 meter distance. We derived Clutter based Enhanced Error Rate Table (CERT) for precision. Although CERT minimizes errors due to the atmospheric considerations but in highly attenuated clutters the error rate was still high. Content shared in microblogs during disasters is expressed in various formats and languages. This... more Content shared in microblogs during disasters is expressed in various formats and languages. This diversity makes the information retrieval process more complex and computationally infeasible in real time. To address this, we propose a classification model for the identification of prominent users who are sharing relevant and exclusive information during the disaster. Users who have shared at least one tweet about the disaster are modeled using three kinds of time-sensitive features, including topical, social and geographical features. Then, these users are classified into two classes using a linear Support Vector Machine (SVM) to evaluate them over the extracted features and identify the most prominent ones. The first results using the actual dataset, show that our model has a high accuracy by detecting most of the prominent users. Moreover, we demonstrate that all the proposed features used by our model are indispensable to achieve this high accuracy.

Cervical cancer is preventable and treatable if it can be detected at early stage by using simple... more Cervical cancer is preventable and treatable if it can be detected at early stage by using simple Papanicolaou (PAP) test. Unfortunately, the incident rate in developing countries is still high due to lack of national PAP test policy and limited number of trained cytotechnologists and cytopathologists. Therefore, using image processing system to analysis PAP screening image can be an effective solution. We proposed a machine learning based system for abnormal cell detection as well as cell type classification. The proposed system relies on HoG feature extraction method and SVM classifier. The experiment results conducted on Harlev dataset have shown a recognition rate of 94.70% for normal and abnormal cell classification when considering that nucleus in each cell image is perfectly detected. When considering a real scenario application by using our proposed nucleus detection method, our system archives 88.83% of recognition rate.

Semantic heterogeneity is one of the most challenging aspects of ontology matching. Consequently, background knowledge (BK) resources are utilized to bridge the semantic gap between the ontologies. Generic BK approaches use a single matcher to discover correspondences between entities from different ontologies. However, the Ontology Alignment Evaluation Initiative (OAEI) results show that not all matchers identify the same correct mappings. Moreover, none of the matchers can obtain good results across all matching tasks. This study proposes a novel BK multimatcher approach for improving ontology matching by effectively generating and combining mappings from biomedical ontologies.
