In 2011, Japan was devastated by the Fukushima nuclear disaster and in 2005 Hurricane Katrina struck the southwest coast of the United States. This work, starting from the analysis of public housing reconstruction process in Italy, will afterwards analyse the legislation adopted by the Japanese and the American governments in the same field. The aim of the work will be, on the one hand, to highlight the best practices adopted by the three governments in public housing buildings reconstruction process and, on the other hand, to understand which policies, used in Japan and in the U.S.A., can be "imported" in the Marche region, as far as public housing reconstruction process is concerned.

Il fenomeno viene analizzato nella duplice prospettiva del diritto civile interno e del diritto internazionale privato, prendendo anche in esame la normativa relativa alla protezione delle opere d’arte e dei beni culturali dell’Unesco. Il contributo si divide in due parti: la prima analizza la natura giuridica, gli effetti, le intersezioni con altre materie, dei non fungible tokens e la loro interrelazione con l’arte; la seconda, invece, analizza, più nello specifico, la possibilità di utilizzo dei NFT come trampolino di lancio per le città d’arte distrutte a causa di disastri naturali. Il tutto analizzato nell’ottica della legalità multilivello (chiamata anche reticolare).

Secondly, this article will investigate the electricity bills discipline of two European countries: Germany and Italy. The scope of the first part of this article is to highlight the differences in the structure and the discipline of electricity bills in the two countries. The second part of the article will investigate how both EU countries have reacted to energy bills during emergency periods. For Italy, the focus will be both on the earthquake of 2016 which destroyed 138 municipalities of the Marche Region and on the COVID-19 pandemic, while for Germany the investigation will concentrate only on the pandemic emergency regulations related to energy bills. The outline of the article will be a comparison of both energy bills practices during emergency periods thus highlighting how the countries have reacted during these exceptional events.
