When I was 22, I worked on Liquefied Petroleum Gases Ship for a year sailing between Middle East and Japan crossing oceans, straits and piracy areas to deliver the cargo.
While bow hitting waves, I thought about quitting approximately 5,000 times. (And that’s a lowball estimate.) But despite the high waves and strong winds, mental and physical fatigue, and canned food, I kept going. I’m that person. Once I say I’ll do something, it will happen.
Now, I am 2nd Officer at Merchant Marine & MBA holder specialized in Oil, Gas and Energy Management.

1. What market failures could account for a less than optimal amount of innovation in the absence of government support?
The first is imperfect knowledge. Companies may be unwilling to innovate because of the risks entailed, even though such innovation might well prove profitable to them and beneficial to society.
The second is that firms may be afraid that the benefits of the innovation may well be lost to them as other firms copy their new products or processes. This competition will reduce the monopoly profits they would otherwise have earned. It is for this reason that patent laws protect innovating companies. This protection, however, is often limited as competitors find ways around patents.
2. If financial markets were perfectly competitive and could price risk accurately, would there be any case at all for government support of innovation?
Yes, if the benefits to society as a whole were greater than the private benefits to the individual companies (see section 19.2 in Chapter 19).
