However, the comparison of Catalan, English and French terminology and the application of Jacques Derrida’s theory suggest that the supposed naturalness and universality of the very concept of archive or holdings is unfounded. Furthermore, the use of the term 'community' in archival science reveals a total disregard for the social meaning of linguistic diversity and the ethical implications of this disregard for society at large and for archivists themselves.

El concepte d’arxiu comunitari ha estat criticat tant pel caràcter híbrid i inorgànic d’aquestes entitats com per la indefinició del concepte mateix de ‘comunitat’. La comparació de la terminologia catalana, anglesa i francesa i l’aplicació de la teoria de Jacques Derrida, però, suggereixen que la suposada naturalitat i universalitat del concepte mateix d’«arxiu» o «fons» no té fonament. In 2015 I made a research visit to Barcelona, the European capital of linguistic rights movements due to the precarious state of its own first language Catalan. I interviewed activist linguists who held inspiring but at times worrying views about language preservation in a globalised world. From 1840 to 1893—when White sugar planters overthrew the Native monarchy—Hawai‘i was a sovereign... more From 1840 to 1893—when White sugar planters overthrew the Native monarchy—Hawai‘i was a sovereign nation whose independence was recognized by the United States, France, Great Britain, Japan, and other great powers of the time. Furthermore, it commanded such respect because it was a stable constitutional monarchy based on ethnic and religious pluralism, popular representation and a very liberal franchise, in a time when these virtues were uncommon even in the West. The modernity of the Hawaiian kingdom was nowhere more evident than in the educational field. A well kept secret of colonialism is that by the middle of the 19th century the Kingdom of Hawai‘i enjoyed one of the most comprehensive and wide-reaching school systems in the world and one of the highest literacy rates. Hawai‘i instituted universal state-funded education for both boys and girls as early as 1840. The goal of this paper is to chart the history of language policies in education during the kingdom era to find out why and how the flourishing of Hawaiian schools was cut short by their switch to English medium instruction way before the Hawaiian population lost its sovereignty and its numerical majority. In doing so we cannot count on the power of colonial coercion that characterizes the later part of this period; instead, we discover forces of persuasion, desire, individualism and consumerism that bear an uncanny resemblance with language spread in our modern democratic societies and especially with the global spread of English.

Today the Hawaiian language is severely endangered because it is spoken by less than 2% of all in... more Today the Hawaiian language is severely endangered because it is spoken by less than 2% of all inhabitants of the Hawaiian Islands. Among endangered languages it is, however, rather a special case in that before the US occupation of Hawaii it was the most common spoken language of an independent state whose sovereignty was recognised by contemporary world powers. Moreover, from the 1850's onwards Hawaii was a parliamentary monarchy with all the characteristics of a modern democratic state, including separation of powers, elected representatives, liberal voting rights and a system of universal, compulsory education. Thus, although in that period laws were already introduced favoring English, the language of an immigrant minority, over the language of an indigenous majority, these language policies arose within the framework of a democratic society similar to ours rather than being a colonial imposition as was teh norm in that century. If the favouring of English was the result not of crude military power but of propaganda and agitation of the masses then it is clear how the Hawaiian case is of interest in view of the current worldwide spread of English. It is not only possible to find similarities between the debates which took place then and today's propaganda for English as an international language, but moreover, because the liberal introduction of English has had almost two centuries to be fulfilled, it is also possible to investigate its long-term consequences. Of those, the most interesting is that the elimination of language diversity has not led to an elimination of language discrimination, which is directly relevant to some criticisms made against Robert Phillipson's well-known theory of linguistic imperialism.
This book chapter covers the first part of the three lectures and gives an overview of the linguistic-political history of Hawaii up to the present. It has been published in the Proceedings of the conference.

Plie, ekde la 1850aj jaroj Havajo estis parlamenta monarĥio kun ĉiuj karakterizoj de moderna demokrata regno, inkluzivante apartigon de povoj, elektatan deputitaron, liberalan voĉdonrajton, kaj universalan devigan eduksistemon. This paper develops Tove Skutnabb-Kangas’ concept of linguicism by distinguishing an effectuative... more This paper develops Tove Skutnabb-Kangas’ concept of linguicism by distinguishing an effectuative stage and a reproductive stage of linguistic inequality. The effectuative stage is described by inference and compared with Robert Phillipson’s theory of linguistic imperialism, and it is suggested that both frameworks are still missing empirical validation for the claim that language inequality may create other forms of inequality, and that such validation should come from historical data. To demonstrate this, language policies in the Kingdom of Hawaiʻi during the 19th century are examined, with emphasis on the interpretation of bilingual statutory law, along with a number of judicial rulings. These are then related to changes in the economic sphere and the interaction is demonstrated in the curtailing of customary land use rights. The new concept of non-discriminatory linguicism is introduced to describe the presence of linguicist ideologies without concomitant discriminatory practices as a key feature of the effectuative stage of linguicism, and a new definition of linguicism is proposed.
This study attempts to develop Linguistic Imperialism theory (Phillipson, 1992) and overcome the... more This study attempts to develop Linguistic Imperialism theory (Phillipson, 1992) and overcome the limitations of its historical framework through the concept of ‘worldliness of English’ (Pennycook, 1994) and by testing it against a unique historical case. From 1840 to 1887, the Hawaiian Islands enjoyed a constitutional monarchy with a liberal franchise controlled by a Native majority. This analysis of the unfolding of language policies, practices and beliefs under the Kingdom of Hawai‘i, more specifically in judiciary and legislative institutions, endeavors to understand the discursive and sociopolitical process that led to the gradual subordination of the Hawaiian language to English before the loss of political sovereignty and American annexation. Special attention is given to guiding hypotheses like cultural hegemony and linguicism, and in order to ascertain their validity in this context, connections are drawn with the historical and current spread of English in post-colonial and non-colonial countries alike. The textual analysis of some key judicial decisions of the period illustrates why LI’s positivistic assumptions on the primacy of economic factors and its definition of cultural hegemony don’t stand to analysis in this case, while suggesting the preliminary alternative of professional imperialism.
A finales de la década de los 20, la intrusión neocolonial de los Estados Unidos dentro de Améric... more A finales de la década de los 20, la intrusión neocolonial de los Estados Unidos dentro de América Latina era ya innegable, y la combatividad orgullosa preconizada por autores como Rubén Darío y José Enrique Rodó al terminar la guerra hispanoamericana había perdido fuerza. La victoria del materialismo yanqui sobre la autocomplaciente tradición humanista latinoamericana empujaba a la introspección y la autocrítica a toda una nueva generación de ensayistas: Pedro Henríquez Ureña, José Vasconcelos, Alfonso Reyes, José Carlos Mariátegui, Jorge Mañach y Ezequiel Martínez Estrada se dedicaron a indagar una definición más profunda de la identidad latinoamericana.
De entre todos estos pensadores, sólo Antonio Salvador Pedreira cargó con la circunstancia única de vivir en el único territorio latinoamericano bajo ocupación directa de los Estados Unidos. Su nombre encabeza el de la llamada “generación treintista” que acometió la tarea de reconstruir la cultura puertorriqueña a base tanto de resistir como de acomodarse al control norteño. Lanzado desde su posición de primer director del nuevo departamento de estudios hispánicos en la Universidad de Puerto Rico, su ensayo Insularismo consiguió convertirse inmediatamente en una interpretación canónica de la identidad puertorriqueña.
La crítica reciente ha sido inmisericorde con los aspectos más caducos de la obra de Antonio Pedreira, pero sin intentar situarlo en su contexto. En este trabajo me propongo reexaminar la posición de su ensayo Insularismo en la discusión de la identidad puertorriqueña. En primer lugar hay que aclarar ciertas idiosincrasias del estilo discursivo pedreirano que tienen relación directa con sus preocupaciones temáticas. Más adelante defino el tratamiento que Pedreira hace de los condicionantes raciales y geográficos de Puerto Rico, y por último determinaré cómo el ensayista extrae de su análisis previo unas recomendaciones para el desarrollo nacional de la isla.

Este estudio cualitativo examina datos reales de las interacciones de un aprendiente coreano adulto de castellano con hablantes nativos, y tiene el propósito de proporcionar algunos ejemplos contextualizados de (1) los diferentes y divergentes recursos que los hablantes nativos emplean a fin de modular su habla dirigida a no nativos y minimizar al mismo tiempo el conflicto entre los objetivos de comunicar y de enseñar; (2) el papel de la negociación de significado durante la interacción a la hora de proporcionar evidencia positiva y negativa que promueva la adquisición de la pragmática; y (3) el nivel de consciencia necesario tanto para los nativos como para los no nativos durante este proceso.

ABSTRACT. This qualitative study analyzes real data from interactions of an adult Korean learner of Spanish with native speakers. It aims at giving some contextualized examples of (1) the various, diverging ways that native speakers deploy in order to monitorize their own foreigner talk and satisfy the clash of goals between communicating and providing feedback; (2) the role of negotiation of meaning during interaction in providing positive and negative evidence for the acquisition of a pragmatic rule; and (3) the level of consciousness both native and non-native speakers need to reach in this process.

Andrew Flinn and the British Community Archives and Heritage Group have popularized the concept o... more Andrew Flinn and the British Community Archives and Heritage Group have popularized the concept of community archives, which has been criticized for the lack of definition of the very concept of 'community'. It is then surprising that the existence of linguistic communities, which is widely accepted in linguistics, has been totally ignored in these discussions, which never dealt with archives constituted for the documentation and identity of a linguistic community. This gap can be linked to a more general silence of archival theory on the role of language both in social justice and in the definition of core ideas in our field. We are oblivious to the constructed nature of archival terminologies, to their variability between languages, to the use of vernacular and polysemic English terms as if they were universal, to the arbitrariness of supposedly essential dichotomies such as 'fond/collection' or 'archives/manuscripts', and to the essentialist character of the very definition of ‘archives’. This deconstruction of community archives theory will show that the sympathy for the minority underdog is compatible with a blindness on how the international status of English stratifies archival practitioners.

However, for more than a century the trends in language teaching have evolved away from the grammar-translation method and have become fixated on the model of child language learning, to the extreme of the 'critical period' proposed by generativists. In this talk, I address the issue of how the principle ´the earlier the better' espoused by Generativism and implicitely endorsed by proponents of so-called Communicative Language Teaching may be unwillingly detrimental to social justice and language sustainability, and how the teaching of Esperanto puts the adult learner back to the foreground.

Moreover, from 1850 on it was a parliamentary monarchy with all the features of modern democratic societies, including separation of powers, an elected legislature, a liberal franchise and universal compulsory education. Thus, rather than being a colonial imposition, language policies in Hawaii were shaped by a political framework not unlike our own, but set a century earlier. During the same period, however, laws were enacted that privileged English, the language of a minority of foreign settlers, over the language of the native electorate. Such an early case of English language promotion affords a unique opportunity to examine the interrelation of language policy, linguistic justice and economics under the unusual light of a historical-structural approach (Tollefson, 1991) that assesses not just the causes of language policies but also their long-term political and economic effects. The chronological analysis of language policies and contemporary political and economic events puts to the test a popular concept in our field, linguicism (Skutnabb-Kangas, 2000), and reveals the initial independence of linguistic and material inequalities, thus demonstrating that language policies and practices need not reflect political and/or economic inequalities, but may haven an independent origin. Going one step further, the textual analysis of contemporary jurisprudence uncovers the pivotal role of law in the delayed interaccion between linguistic and material inequalities, and specifically the obliteration of customary land use rights that resulted from settling controversies on the legal interpretation of bilingual statutes, while also pinning down the ideological component of those debates. Finally, a historical model for the development of linguicism is sketched, and the current definition of linguicism is reformulated under the light of these results as well as the concept of parity of esteem (Van Parijs, 2011). Thus, the term “non-discriminatory linguicism” is introduced to describe the presence of linguicist ideologies without concomitant discriminatory practices as a key feature in the incipient stage of linguicism.

In 2015 I made a research visit to Barcelona, the European capital of linguistic rights movements due to the precarious state of its own first language Catalan. I interviewed activist linguists who held inspiring but at times worrying views about language preservation in a globalised world. By far the most memorable Barcelonite was Rubén Fernandez, who completely changed my ideas about constructed languages. Below are extracts from several recorded conversations.
From 1840 to 1893—when White sugar planters overthrew the Native monarchy—Hawai‘i was a sovereign... more From 1840 to 1893—when White sugar planters overthrew the Native monarchy—Hawai‘i was a sovereign nation whose independence was recognized by the United States, France, Great Britain, Japan, and other great powers of the time. Furthermore, it commanded such respect because it was a stable constitutional monarchy based on ethnic and religious pluralism, popular representation and a very liberal franchise, in a time when these virtues were uncommon even in the West. The modernity of the Hawaiian kingdom was nowhere more evident than in the educational field. A well kept secret of colonialism is that by the middle of the 19th century the Kingdom of Hawai‘i enjoyed one of the most comprehensive and wide-reaching school systems in the world and one of the highest literacy rates. Hawai‘i instituted universal state-funded education for both boys and girls as early as 1840. The goal of this paper is to chart the history of language policies in education during the kingdom era to find out why and how the flourishing of Hawaiian schools was cut short by their switch to English medium instruction way before the Hawaiian population lost its sovereignty and its numerical majority. In doing so we cannot count on the power of colonial coercion that characterizes the later part of this period; instead, we discover forces of persuasion, desire, individualism and consumerism that bear an uncanny resemblance with language spread in our modern democratic societies and especially with the global spread of English.

Today the Hawaiian language is severely endangered because it is spoken by less than 2% of all in... more Today the Hawaiian language is severely endangered because it is spoken by less than 2% of all inhabitants of the Hawaiian Islands. Among endangered languages it is, however, rather a special case in that before the US occupation of Hawaii it was the most common spoken language of an independent state whose sovereignty was recognised by contemporary world powers. Moreover, from the 1850's onwards Hawaii was a parliamentary monarchy with all the characteristics of a modern democratic state, including separation of powers, elected representatives, liberal voting rights and a system of universal, compulsory education. Thus, although in that period laws were already introduced favoring English, the language of an immigrant minority, over the language of an indigenous majority, these language policies arose within the framework of a democratic society similar to ours rather than being a colonial imposition as was teh norm in that century. If the favouring of English was the result not of crude military power but of propaganda and agitation of the masses then it is clear how the Hawaiian case is of interest in view of the current worldwide spread of English. It is not only possible to find similarities between the debates which took place then and today's propaganda for English as an international language, but moreover, because the liberal introduction of English has had almost two centuries to be fulfilled, it is also possible to investigate its long-term consequences. Of those, the most interesting is that the elimination of language diversity has not led to an elimination of language discrimination, which is directly relevant to some criticisms made against Robert Phillipson's well-known theory of linguistic imperialism.
This book chapter covers the first part of the three lectures and gives an overview of the linguistic-political history of Hawaii up to the present. It has been published in the Proceedings of the conference.

This paper develops Tove Skutnabb-Kangas’ concept of linguicism by distinguishing an effectuative... more This paper develops Tove Skutnabb-Kangas’ concept of linguicism by distinguishing an effectuative stage and a reproductive stage of linguistic inequality. The effectuative stage is described by inference and compared with Robert Phillipson’s theory of linguistic imperialism, and it is suggested that both frameworks are still missing empirical validation for the claim that language inequality may create other forms of inequality, and that such validation should come from historical data. To demonstrate this, language policies in the Kingdom of Hawaiʻi during the 19th century are examined, with emphasis on the interpretation of bilingual statutory law, along with a number of judicial rulings. These are then related to changes in the economic sphere and the interaction is demonstrated in the curtailing of customary land use rights. The new concept of non-discriminatory linguicism is introduced to describe the presence of linguicist ideologies without concomitant discriminatory practices as a key feature of the effectuative stage of linguicism, and a new definition of linguicism is proposed.
This study attempts to develop Linguistic Imperialism theory (Phillipson, 1992) and overcome the... more This study attempts to develop Linguistic Imperialism theory (Phillipson, 1992) and overcome the limitations of its historical framework through the concept of ‘worldliness of English’ (Pennycook, 1994) and by testing it against a unique historical case. From 1840 to 1887, the Hawaiian Islands enjoyed a constitutional monarchy with a liberal franchise controlled by a Native majority. This analysis of the unfolding of language policies, practices and beliefs under the Kingdom of Hawai‘i, more specifically in judiciary and legislative institutions, endeavors to understand the discursive and sociopolitical process that led to the gradual subordination of the Hawaiian language to English before the loss of political sovereignty and American annexation. Special attention is given to guiding hypotheses like cultural hegemony and linguicism, and in order to ascertain their validity in this context, connections are drawn with the historical and current spread of English in post-colonial and non-colonial countries alike. The textual analysis of some key judicial decisions of the period illustrates why LI’s positivistic assumptions on the primacy of economic factors and its definition of cultural hegemony don’t stand to analysis in this case, while suggesting the preliminary alternative of professional imperialism.
A finales de la década de los 20, la intrusión neocolonial de los Estados Unidos dentro de Améric... more A finales de la década de los 20, la intrusión neocolonial de los Estados Unidos dentro de América Latina era ya innegable, y la combatividad orgullosa preconizada por autores como Rubén Darío y José Enrique Rodó al terminar la guerra hispanoamericana había perdido fuerza. La victoria del materialismo yanqui sobre la autocomplaciente tradición humanista latinoamericana empujaba a la introspección y la autocrítica a toda una nueva generación de ensayistas: Pedro Henríquez Ureña, José Vasconcelos, Alfonso Reyes, José Carlos Mariátegui, Jorge Mañach y Ezequiel Martínez Estrada se dedicaron a indagar una definición más profunda de la identidad latinoamericana.
De entre todos estos pensadores, sólo Antonio Salvador Pedreira cargó con la circunstancia única de vivir en el único territorio latinoamericano bajo ocupación directa de los Estados Unidos. Su nombre encabeza el de la llamada “generación treintista” que acometió la tarea de reconstruir la cultura puertorriqueña a base tanto de resistir como de acomodarse al control norteño. Lanzado desde su posición de primer director del nuevo departamento de estudios hispánicos en la Universidad de Puerto Rico, su ensayo Insularismo consiguió convertirse inmediatamente en una interpretación canónica de la identidad puertorriqueña.
La crítica reciente ha sido inmisericorde con los aspectos más caducos de la obra de Antonio Pedreira, pero sin intentar situarlo en su contexto. En este trabajo me propongo reexaminar la posición de su ensayo Insularismo en la discusión de la identidad puertorriqueña. En primer lugar hay que aclarar ciertas idiosincrasias del estilo discursivo pedreirano que tienen relación directa con sus preocupaciones temáticas. Más adelante defino el tratamiento que Pedreira hace de los condicionantes raciales y geográficos de Puerto Rico, y por último determinaré cómo el ensayista extrae de su análisis previo unas recomendaciones para el desarrollo nacional de la isla.

Este estudio cualitativo examina datos reales de las interacciones de un aprendiente coreano adulto de castellano con hablantes nativos, y tiene el propósito de proporcionar algunos ejemplos contextualizados de (1) los diferentes y divergentes recursos que los hablantes nativos emplean a fin de modular su habla dirigida a no nativos y minimizar al mismo tiempo el conflicto entre los objetivos de comunicar y de enseñar; (2) el papel de la negociación de significado durante la interacción a la hora de proporcionar evidencia positiva y negativa que promueva la adquisición de la pragmática; y (3) el nivel de consciencia necesario tanto para los nativos como para los no nativos durante este proceso.

ABSTRACT. This qualitative study analyzes real data from interactions of an adult Korean learner of Spanish with native speakers. It aims at giving some contextualized examples of (1) the various, diverging ways that native speakers deploy in order to monitorize their own foreigner talk and satisfy the clash of goals between communicating and providing feedback; (2) the role of negotiation of meaning during interaction in providing positive and negative evidence for the acquisition of a pragmatic rule; and (3) the level of consciousness both native and non-native speakers need to reach in this process.

Andrew Flinn and the British Community Archives and Heritage Group have popularized the concept o... more Andrew Flinn and the British Community Archives and Heritage Group have popularized the concept of community archives, which has been criticized for the lack of definition of the very concept of 'community'. It is then surprising that the existence of linguistic communities, which is widely accepted in linguistics, has been totally ignored in these discussions, which never dealt with archives constituted for the documentation and identity of a linguistic community. This gap can be linked to a more general silence of archival theory on the role of language both in social justice and in the definition of core ideas in our field. We are oblivious to the constructed nature of archival terminologies, to their variability between languages, to the use of vernacular and polysemic English terms as if they were universal, to the arbitrariness of supposedly essential dichotomies such as 'fond/collection' or 'archives/manuscripts', and to the essentialist character of the very definition of ‘archives’. This deconstruction of community archives theory will show that the sympathy for the minority underdog is compatible with a blindness on how the international status of English stratifies archival practitioners.

Esperanto appeared exactly when the 'Reform Movement' of foreign language teaching was flourishin... more Esperanto appeared exactly when the 'Reform Movement' of foreign language teaching was flourishing, as an opposing alternative: improving not merely the method, but the taught language itself. However, for more than a century the trends in language teaching have evolved away from the grammar-translation method and have become fixated on the model of child language learning, to the extreme of the 'critical period' proposed by generativists. In this talk, I address the issue of how the principle ´the earlier the better' espoused by Generativism and implicitely endorsed by proponents of so-called Communicative Language Teaching may be unwillingly detrimental to social justice and language sustainability, and how the teaching of Esperanto puts the adult learner back to the foreground.

Moreover, from 1850 on it was a parliamentary monarchy with all the features of modern democratic societies, including separation of powers, an elected legislature, a liberal franchise and universal compulsory education. Thus, rather than being a colonial imposition, language policies in Hawaii were shaped by a political framework not unlike our own, but set a century earlier. During the same period, however, laws were enacted that privileged English, the language of a minority of foreign settlers, over the language of the native electorate. Such an early case of English language promotion affords a unique opportunity to examine the interrelation of language policy, linguistic justice and economics under the unusual light of a historical-structural approach (Tollefson, 1991) that assesses not just the causes of language policies but also their long-term political and economic effects. The chronological analysis of language policies and contemporary political and economic events puts to the test a popular concept in our field, linguicism (Skutnabb-Kangas, 2000), and reveals the initial independence of linguistic and material inequalities, thus demonstrating that language policies and practices need not reflect political and/or economic inequalities, but may haven an independent origin. Going one step further, the textual analysis of contemporary jurisprudence uncovers the pivotal role of law in the delayed interaccion between linguistic and material inequalities, and specifically the obliteration of customary land use rights that resulted from settling controversies on the legal interpretation of bilingual statutes, while also pinning down the ideological component of those debates. Finally, a historical model for the development of linguicism is sketched, and the current definition of linguicism is reformulated under the light of these results as well as the concept of parity of esteem (Van Parijs, 2011). Thus, the term “non-discriminatory linguicism” is introduced to describe the presence of linguicist ideologies without concomitant discriminatory practices as a key feature in the incipient stage of linguicism.

Moreover, from 1850 it was a parliamentary monarchy with all the features of modern democratic societies, including separation of powers, an elected legislature, a liberal franchise and universal compulsory education. However, during the same period laws were enacted that privileged the language of a minority of foreign settlers (English) over the language of the native electorate.
The case of Hawaii is unique because, unlike other cases of English language spread, it was not a colony where a foreign elite monopolized the political control of the state and could unilaterally enforce language policies. Thus, it may be compared with the promotion of English in our times, and specifically in the “Expanding Circle of English” (Kachru, 1985, 1986), given that the hegemony of English was not the legacy of a previous colonial period as is the case in the “Outer Circle of English”.
This uniqueness opens a new venue to empirically test theories on linguistic imperialism (Phillipson, 1992). This study, which adopts a historical-structural approach (Tollefson, 1991), innovates by querying not just the causes of language policies but also their long-term political and economic effects. It assumes that language policies and practices don’t merely reflect political and/or economic inequalities, but may be independent or even cause those inequalities.
This poster includes a timeline of language policies in the Kingdom of Hawaii that relates them to other historical events, and a textual analysis of some legislation. It also presents preliminary conclusions in a specific case of interaction between linguistic and material inequalities. Finally, it applies the findings to theory by proposing a revision of a popular concept in our field: linguicism (Skutnabb-Kangas, 2000).

I examine a variety of data to pinpoint the process that led to the privileging of English within the legislative and judiciary powers.
Compulsory public education was established in Hawaii in 1840. In 1854, the Hawaiian Legislature ... more Compulsory public education was established in Hawaii in 1840. In 1854, the Hawaiian Legislature passed the English School Act, which provided English schools for Hawaiians wherever parents would pay half the teacher’s salary. This paper argues against traditional interpretations that the shift to English was willingly supported by Hawaiian commoners seeking educational and economic opportunities, and also against the view that ideological superstructures only reproduce pre-existing political/economical inequalities. Although Gramsci’s principle of hegemony stemming from the fabrication of ideological consensus is endorsed, the framework engaged in is Foucauldian poststructuralism. In its light, White settlers’ power, while still lacking an ultimate base on economic infrastructures, by 1850 was already arising through the discursive co-construction of reality and Hawaiians’ misrecognition of foreigners’ interests as their own.
Giving a close reading to a speech delivered in 1852 by the Hawaiian Minister of Education, this study develops Fairclough’s Critical Discourse Analysis by using historical data to examine the social processes of text production and reception. It also argues that language policies in sovereign Hawai’i are an anomaly against the backdrop of 19th century colonial rule and rather similar to the current international spread of English, including recent Japanese and Korean debates on the officialization of English, which makes it a relevant case for contemporary sociolinguistics. The analysis of linguistic means reveals the birth of a common-sense discourse still practiced. Thus, typical 19th century racism gives way to language commodification and an interplay of capitalistic and educational discourses that is now very familiar to us.

By invitation of the Fine Arts Department, Barcelona-based linguist and esperantist Rubén Fernánd... more By invitation of the Fine Arts Department, Barcelona-based linguist and esperantist Rubén Fernández Asensio will work for one day with students from any Sandberg department with any language background. Throughout the Sandberg Institute, English is the most spoken language among students and staff with different mother tongues, not only in social situations but also in lectures and instructive classes. Arguably this type of English, full of jargon from the academic and art world, is shaping the way we think about ourselves and our practices. Fine Arts tutor Nicoline van Harskamp wants to test the impact of this `Lingua Franca English' by learning and putting to use an alternative international language, namely Esperanto. It was designed by L.L. Zamenhoff in 1887 as says Wikipedia "an easy-to-learn, politically neutral language that would transcend nationality and foster peace and international understanding between people with different languages." With 2 million speakers, Esperanto is by far the most widely used constructed language that ever existed. It has an easy-to-learn, regular grammar. But its structure opens a lot of options for the `elusiveness' that so marks our `art English'. Esperanto also allows for the formation of new words and a range of interpretation possibilities. Rubén Fernández Asensio has been teaching both general linguistics and Esperanto for many years. For the purpose of his visit he has familiarized himself with the concept of International Art English (see also the links below). He will speak about the history of international languages, including that of Esperanto, after which he will give a short introduction to Esperanto. In the afternoon, Asensio will help us work out Esperanto versions of terms that we often use in `art English'.

Linguapax Review saw the light of day in 2010 aiming to be "a «watchtower» on the situation of li... more Linguapax Review saw the light of day in 2010 aiming to be "a «watchtower» on the situation of linguistic rights in the world, to make progress in promoting and identifying good practice, and denouncing the contravention of linguistic rights." Although all of its issues have been monographic in one way or another by focusing on a particular topic or aspect of linguistic rights and minority language promotion, its international scope naturally led to a systematic comparison of similar issues in different locales. However, with the commemoration in 2019 of UNESCO's Year of Indigenous Languages it has been decided to more directly link this publication to the bestowal of the Linguapax Award, which was established a few years later than the review as a tribute to outstanding action carried out in different areas in favor of the preservation, revitalization and reactivation of linguistic communities, to recognize the exceptional work of individuals or entities in favor of linguistic diversity and multilingual education. And there's no better way of commemorating such year than granting the award to Larry Kimura, the 'grandfather' and pioneer of the Hawaiian language revitalization movement, which he set in motion practically single-handedly in the 70's when the fate of Hawaiian seemed already sealed, first as an educator, then as a radio host, later on as a language documentalist, terminologist and writer, and still later in a myriad of other capacities. For the first time, Linguapax has decided to publish a monograph on a single location. This issue of Linguapax Review, by examining Hawaiʻi as a case study from a variety of angles and perspectives, tries to unveil the reasons for the success that sets it apart from other attempts at revitalizing endangered languages and to assess its value as a model without shying away from its unique history, conditions and challenges.

L’esperanto, llengua internacional creada com a instrument neutral de comunicació, es va iniciar ... more L’esperanto, llengua internacional creada com a instrument neutral de comunicació, es va iniciar el 1887 amb la publicació a Varsòvia de la primera gramàtica. Signava el text el Dr. Esperanto, pseudònim de Ludwik Lejzer Zamenhof, un oculista amb vocació per les llengües i per l’entesa dels pobles. El 14 d’abril de 2017 es commemora el centenari de la mort de Zamenhof i el CRAI Biblioteca de Lletres presenta, amb motiu de l’efemèride, una mostra bibliogràfica organitzada gràcies a la col·laboració amb l’Associació Catalana d’Esperanto. Omplen les vitrines exteriors i interiors de la biblioteca documents que formen part del llegat editorial de cent trenta anys de publicació en esperanto, des de les obres de Zamenhof, diccionaris i llibres juvenils il·lustrats, passant per un ampli ventall de literatura original i traduïda.

L’anomenada hipòtesi Sapir-Whorf sobre la interdependència entre llengua, cultura i pensament, a ... more L’anomenada hipòtesi Sapir-Whorf sobre la interdependència entre llengua, cultura i pensament, a més de tenir una certa incompatibilitat històrica i filosòfica amb el moviment per una llengua internacional neutral, mai no va ser formulada pel mateix Edward Sapir, qui tanmateix va ser molt actiu en aquest moviment. Tot i que mai el va poder realitzar, el seu projecte interlingüístic resulta d’un gran interès i modernitat, ja que intenta superar el marc occidental, capgira els criteris de perfecció lingüística i revalua característiques pretesament negatives com l’ambigüitat i la simplicitat, bo i anticipant controvèrsies posteriors dins de la comunitat esperantista. Alguns d’aquests valors van ser realitzats en el projecte contemporani Anglès Bàsic de Charles K. Ogden, amb qui Sapir va mantenir un diàleg inteŀlectual constant. Finalment, l’obra de Sapir i el seu debat amb Ogden contenen intuïcions encara valuoses sobre els obstacles psicosocials en la difusió d’una llengua internacional construïda.

Andrew Flinn and the British Community Archives and Heritage Group have popularized the concept o... more Andrew Flinn and the British Community Archives and Heritage Group have popularized the concept of community archives, which has been criticized both on account the hybrid and inorganic nature of these heritage conglomerates and for the lack of definition of the very concept of ‘community’. The in-depth study of the relevant bibliography from a postmodern point of view reveals that, on the one hand, the concept of linguistic community is totally absent in these discussions, which have never dealt with any archive constituted for the documentation and identity of a linguistic community. Furthermore, they have never addressed linguistic justice either, although the activist and protest function of these archives has become their fundamental characteristic. On the other hand, archival theorists have shown themselves to be insensitive to the problem of linguistic discrimination to the point of openly expressing prejudices that sociolinguistics would define as ‘linguicism’, and also insensitive to the constructed nature of archival terminologies, to their variability between languages, to their use of vernacular and polysemic English terms such as ‘collection’ and ‘community’, to the arbitrariness of supposedly essential dichotomies such as ‘fond/collection’ or ‘archives/manuscripts’, and to the essentialist character of the very definition of ‘archives’. To expand the theory of community archives and make it applicable to the problem of linguistic diversity, this study resorts to philosopher Jacques Derrida’s deconstruction and to concepts drawn from the theory on community archives such as ‘symbolic annihilation’ and ‘abeyance structures’ to analyze the archives of a collective that has the double nature of a linguistic community and a social movement for linguistic justice—Esperantism. Specifically, it undertakes a descriptive case study of the development, organization and activities of an Esperanto archive located in Switzerland through the analysis of published and archival documents, semi-structured interviews with relevant informants, and participant observation, to identify the services it provides to its community. The results are compared to another linguistic community archive, the Yiddish Book Center. Both have common characteristics, such as the important didactic function, the predominance of bibliographic materials, and the implicit function of decentering and relativizing the mainstream national identity. On the other hand, a feature of Esperanto archives that does not fit with the definition of community archives as ‘independent’ is the lack of resistance to relinquishing physical custody of their collections to public archives. Nonetheless, they are still ‘counter-archives’ in the sense of enbodying a reform project for the entire society as in the case of social movement archives. The study ends with research questions that could guide the collaboration of public archives with the Esperanto community and in addition with other community archives. / Andrew Flinn kaj la brita Community Archives kaj Heritage Group popularigis la koncepton de komunumaj arĥivoj, kiu estas kritikita kaj pro la hibrida kaj neorgana naturo de tiuj heredaĵkonglomeraĵoj kaj por la nedifino de la koncepto mem de ‘komunumo’. L’estudi aprofundit de la bibliografia pertinent des d’un punt de vista postmodern revela que, per una banda, el concepte de comunitat lingüística és totalment absent en aquestes discussions, que no han tractat mai cap arxiu dedicat a la documentació i la identitat d’una comunitat lingüística; a més, tampoc no han tractat mai la justícia lingüística encara que la funció activista i contestatària d’aquests arxius ha esdevingut la seva característica fonamental. Per tal d’eixamplar la teoria dels arxius comunitaris i fer-la aplicable al problema de la diversitat lingüística, aquest estudi recorre a la deconstrucció del filòsof Jacques Derrida i a conceptes de la teoria dels arxius comunitaris com ara ‘anorreament simbòlic’ i ‘estructures de pausa’ per a analitzar els arxius d’un col·lectiu que té el doble caràcter de comunitat lingüística i moviment social per la justícia lingüística: l’esperantisme. Concretament, emprèn un estudi de cas descriptiu del desenvolupament, l’organització i les activitats d’un arxiu esperantista ubicat a Suïssa mitjançant l’anàlisi de documents publicats i d’arxiu, entrevistes semiestructurades amb informants rellevants, i observació participant, per tal d’identificar els serveis que proporciona a la seva comunitat. Els resultats són comparats amb un altre arxiu comunitari lingüístic, el Yiddish Book Center. Tots dos tenen característiques comunes, com ara la important funció didàctica, el predomini de materials bibliogràfics, i la funció implícita de descentrar i relativitzar la identitat nacional majoritària. En canvi, una característica dels arxius esperantistes que no encaixa amb la definició dels arxius comunitaris com a ‘independents’ és la nul·la resistència a cedir la custòdia física de les seves col·leccions a arxius públics. The modernity of the Hawaiian kingdom was nowhere more evident than in the educational field. A well kept secret of colonialism is that by the middle of the 19th century the Kingdom of Hawai‘i enjoyed one of the most comprehensive and wide-reaching school systems in the world and one of the highest literacy rates. Hawai‘i instituted universal state-funded education for both boys and girls as early as 1840.
The goal of this paper is to chart the history of language policies in education during the kingdom era to find out why and how the flourishing of Hawaiian schools was cut short by their switch to English medium instruction way before the Hawaiian population lost its sovereignty and its numerical majority. In doing so we cannot count on the power of colonial coercion that characterizes the later part of this period; instead, we discover forces of persuasion, desire, individualism and consumerism that bear an uncanny resemblance with language spread in our modern democratic societies and especially with the global spread of English.
This book chapter covers the first part of the three lectures and gives an overview of the linguistic-political history of Hawaii up to the present. It has been published in the Proceedings of the conference.

Inter endanĝerigitaj lingvoj, tamen, ĝi estas sufiĉe aparta tial, ke antaŭ la okupo de Havajo fare de Usono ĝi estis la plej parolata lingvo de sendependa regno, kies suverenecon agnoskis la tiamaj mondaj potencoj. Plie, ekde la 1850aj jaroj Havajo estis parlamenta monarĥio kun ĉiuj karakterizoj de moderna demokrata regno, inkluzivante apartigon de povoj, elektatan deputitaron, liberalan voĉdonrajton, kaj universalan devigan eduksistemon. De entre todos estos pensadores, sólo Antonio Salvador Pedreira cargó con la circunstancia única de vivir en el único territorio latinoamericano bajo ocupación directa de los Estados Unidos. Su nombre encabeza el de la llamada “generación treintista” que acometió la tarea de reconstruir la cultura puertorriqueña a base tanto de resistir como de acomodarse al control norteño. Lanzado desde su posición de primer director del nuevo departamento de estudios hispánicos en la Universidad de Puerto Rico, su ensayo Insularismo consiguió convertirse inmediatamente en una interpretación canónica de la identidad puertorriqueña.
La crítica reciente ha sido inmisericorde con los aspectos más caducos de la obra de Antonio Pedreira, pero sin intentar situarlo en su contexto. En este trabajo me propongo reexaminar la posición de su ensayo Insularismo en la discusión de la identidad puertorriqueña. En primer lugar hay que aclarar ciertas idiosincrasias del estilo discursivo pedreirano que tienen relación directa con sus preocupaciones temáticas. Más adelante defino el tratamiento que Pedreira hace de los condicionantes raciales y geográficos de Puerto Rico, y por último determinaré cómo el ensayista extrae de su análisis previo unas recomendaciones para el desarrollo nacional de la isla.

ABSTRACT. This qualitative study analyzes real data from interactions of an adult Korean learner of Spanish with native speakers. It aims at giving some contextualized examples of (1) the various, diverging ways that native speakers deploy in order to monitorize their own foreigner talk and satisfy the clash of goals between communicating and providing feedback; (2) the role of negotiation of meaning during interaction in providing positive and negative evidence for the acquisition of a pragmatic rule; and (3) the level of consciousness both native and non-native speakers need to reach in this process.

Before annexation to the USA, the Kingdom of Hawaii was a unified state inhabited by a native majority and under the control of native rulers. Moreover, from 1850 it was a parliamentary monarchy with all the features of modern democratic societies, including separation of powers, an elected legislature, a liberal franchise and universal compulsory education. However, during the same period laws were enacted that privileged the language of a minority of foreign settlers (English) over the language of the native electorate.
The case of Hawaii is unique because, unlike other cases of English language spread, it was not a colony where a foreign elite monopolized the political control of the state and could unilaterally enforce language policies. Thus, it may be compared with the promotion of English in our times, and specifically in the “Expanding Circle of English” (Kachru, 1985, 1986), given that the hegemony of English was not the legacy of a previous colonial period as is the case in the “Outer Circle of English”.
This uniqueness opens a new venue to empirically test theories on linguistic imperialism (Phillipson, 1992). This study, which adopts a historical-structural approach (Tollefson, 1991), innovates by querying not just the causes of language policies but also their long-term political and economic effects. It assumes that language policies and practices don’t merely reflect political and/or economic inequalities, but may be independent or even cause those inequalities.
This poster includes a timeline of language policies in the Kingdom of Hawaii that relates them to other historical events, and a textual analysis of some legislation. It also presents preliminary conclusions in a specific case of interaction between linguistic and material inequalities. Finally, it applies the findings to theory by proposing a revision of a popular concept in our field: linguicism (Skutnabb-Kangas, 2000).

Giving a close reading to a speech delivered in 1852 by the Hawaiian Minister of Education, this study develops Fairclough’s Critical Discourse Analysis by using historical data to examine the social processes of text production and reception. It also argues that language policies in sovereign Hawai’i are an anomaly against the backdrop of 19th century colonial rule and rather similar to the current international spread of English, including recent Japanese and Korean debates on the officialization of English, which makes it a relevant case for contemporary sociolinguistics. The analysis of linguistic means reveals the birth of a common-sense discourse still practiced. Thus, typical 19th century racism gives way to language commodification and an interplay of capitalistic and educational discourses that is now very familiar to us.
Throughout the Sandberg Institute, English is the most spoken language among students and staff with different mother tongues, not only in social situations but also in lectures and instructive classes. Arguably this type of English, full of jargon from the academic and art world, is shaping the way we think about ourselves and our practices.
Fine Arts tutor Nicoline van Harskamp wants to test the impact of this `Lingua Franca English' by learning and putting to use an alternative international language, namely Esperanto. It was designed by L.L. Zamenhoff in 1887 as says Wikipedia "an easy-to-learn, politically neutral language that would transcend nationality and foster peace and international understanding between people with different languages." With 2 million speakers, Esperanto is by far the most widely used constructed language that ever existed.
It has an easy-to-learn, regular grammar. But its structure opens a lot of options for the `elusiveness' that so marks our `art English'. Esperanto also allows for the formation of new words and a range of interpretation possibilities.
Rubén Fernández Asensio has been teaching both general linguistics and Esperanto for many years. For the purpose of his visit he has familiarized himself with the concept of International Art English (see also the links below). He will speak about the history of international languages, including that of Esperanto, after which he will give a short introduction to Esperanto. In the afternoon, Asensio will help us work out Esperanto versions of terms that we often use in `art English'.

Andrew Flinn i el Community Archives and Heritage Group britànic han popularitzat el concepte d’arxiu comunitari, que ha estat criticat tant pel caràcter híbrid i inorgànic d’aquests conglomerats patrimonials com per la indefinició del concepte mateix de ‘comunitat’. L’estudi aprofundit de la bibliografia pertinent des d’un punt de vista postmodern revela que, per una banda, el concepte de comunitat lingüística és totalment absent en aquestes discussions, que no han tractat mai cap arxiu dedicat a la documentació i la identitat d’una comunitat lingüística; a més, tampoc no han tractat mai la justícia lingüística encara que la funció activista i contestatària d’aquests arxius ha esdevingut la seva característica fonamental. D’altra banda, els teòrics de l’arxivística s’han mostrat insensibles al problema de la discriminació lingüística fins al punt d’expressar obertament prejudicis que la sociolingüística definiria com a ‘lingüicisme’, i també insensibles al caràcter construït de les terminologies arxivístiques, a la seva variabilitat d’una llengua a l’altra, al seu ús de termes anglesos vernacles i polisèmics com ara «collection» i «community», a l’arbitrarietat de dicotomies suposadament essencials com ara ‘fons/col·lecció’ o «archives/manuscripts», i al caràcter essencialista de la mateixa definició d’arxiu. Per tal d’eixamplar la teoria dels arxius comunitaris i fer-la aplicable al problema de la diversitat lingüística, aquest estudi recorre a la deconstrucció del filòsof Jacques Derrida i a conceptes de la teoria dels arxius comunitaris com ara ‘anorreament simbòlic’ i ‘estructures de pausa’ per a analitzar els arxius d’un col·lectiu que té el doble caràcter de comunitat lingüística i moviment social per la justícia lingüística: l’esperantisme. Concretament, emprèn un estudi de cas descriptiu del desenvolupament, l’organització i les activitats d’un arxiu esperantista ubicat a Suïssa mitjançant l’anàlisi de documents publicats i d’arxiu, entrevistes semiestructurades amb informants rellevants, i observació participant, per tal d’identificar els serveis que proporciona a la seva comunitat. Els resultats són comparats amb un altre arxiu comunitari lingüístic, el Yiddish Book Center. Tots dos tenen característiques comunes, com ara la important funció didàctica, el predomini de materials bibliogràfics, i la funció implícita de descentrar i relativitzar la identitat nacional majoritària. En canvi, una característica dels arxius esperantistes que no encaixa amb la definició dels arxius comunitaris com a ‘independents’ és la nul·la resistència a cedir la custòdia física de les seves col·leccions a arxius públics. Malgrat tot, són ‘contraarxius’ en el sentit de vehicular un projecte de reforma de tota la societat com en el cas dels arxius de moviments socials. L’estudi acaba amb preguntes de recerca que podrien guiar la col·laboració dels arxius públics amb la comunitat esperantista i de retruc amb altres arxius comunitaris.
