This seminar was jointly organised by the Department of Arts, Culture, Science and Technology (DACST) and the Organisation for Economic Co-operation and Development’s (OECD’s) Directorate for Science and Technology Policy. To this end I was engaged to establish a team consisting of four graduate students and two staff members (an economist and a biotechnologist) to work on this project and to build research capacity in this area. Apart from the obvious implications for the measurement of technological innovation in South Africa, one of the main planned outputs of this project is a book on appropriate innovation measures for developing economies. Among other considerations the study involved collection of price indices (consumer and producer) with specific attention to the impact of inflation on various income categories. “An Assessment of Strategic Objective 4: Economic Policy Capacity”, USAID. The scope of this consultancy was to develop indicators relevant to capacity building within policy advisory bodies concerned with addressing problems of economic development and poverty within South Africa. “An Assessment of Strategic Objective 5: Sustainability of Small, Medium and Micro Enterprises”, USAID. The objective of this project was to ensure the financial and advisory support to SMMEs playing a significant role in the process of development in South Africa. The main thrust of the project was to ensure the initiation of a process of economic empowerment for previously marginalised population groups. 11 Awards 1989 The Convocation Distinguished Teacher's Award in the Faculty of Commerce, University of the Witwatersrand. 1988 J J I Middleton Award for the best first article published in the South African Journal of Economics by a South African resident. 12
