* The spelling of my surname in my birth certificate in Malta is “Xerri” but my family adopted the spelling “Scerri”
as the family name. This was allowed by Maltese law which saw “Scerri” and “Xerri” as interchangeable variations
of the same surname. A change in Maltese law in 2012 required a strict adherence to the spelling of my surname as
“Xerri” according to my birth record. Unofficially I still retain the spelling “Scerri” in the interest of continuity in
my academic record.

Economic Analysis, for the Research Directorate, Office of the Premier, North West
Provincial Government.
From September 2000 to March 2001 I was co-opted by the Department of Arts, Culture,
Science and Technology (DACST) to assist in the planning and the organisation of an
international seminar on the measurement of innovation activities. The seminar was held
in Pretoria on the 28/29 March 2001. This seminar was jointly organised by the
Department of Arts, Culture, Science and Technology (DACST) and the Organisation for
Economic Co-operation and Development’s (OECD’s) Directorate for Science and
Technology Policy. To this end I was engaged to establish a team consisting of four
graduate students and two staff members (an economist and a biotechnologist) to work on
this project and to build research capacity in this area. Apart from the obvious
implications for the measurement of technological innovation in South Africa, one of the
main planned outputs of this project is a book on appropriate innovation measures for
developing economies.

scope of this consultancy was to develop indicators relevant to capacity building within

and poverty within South Africa.

economic empowerment for previously marginalised population groups.
