Leandro Juan Llacer was born in Albatera, Spain in 1967. He received his B.S. degree from the Universitat Politècnica de Catalunya in 1993, and a Ph.D. degree in Telecommunications Engineering from the Universidad Politécnica de Valencia in 1998. He is currently a Full Professor with the Department of Information Technologies and Communications, Universidad Politécnica de Cartagena, Spain. He has been participating in the COST actions 259, 273, 2100, IC1004, and IRACON. His research activities have focused on the characterization of radio wave propagation in mobile communication systems and the development of radio planning tools based on Geographic Information Systems (GIS).
