This task is about making it so the visual editor's special character toolbar's "Often used" section [i] "remembers" the characters individual editors use often.

Currently, the "Often used" section is static in so far as the characters that appear within it are fixed. Note: individual projects can define what characters appear within this section.

Story

• As someone who uses the visual editor's special character toolbar to insert special characters, I would like for the toolbar to show me the characters I use most often so that I do not have to spend unnecessary effort looking for them.
