If the desktop and mobile versions of a page show different copyright statuses, which one governs?

Specific case:
https://checkuser.wikimedia.org/wiki/Main_Page - "Content is copyrighted (© all rights reserved) by the Wikimedia Foundation"
https://checkuser.m.wikimedia.org/w/index.php?title=Main_Page&mobileaction=toggle_view_mobile - "Content is available under CC BY-SA 3.0 unless otherwise noted."

Under what license is the text on the main page of checkuser wiki licensed? Is it legally permissible to change the mobile notice to reflect the copyright shown on the desktop version, given that the CC BY-SA 3.0 license cannot be revoked?

WikimediaMessages needs to listen to MobileLicenseLinkHook and modify the footer as it does for the desktop

WikimediaMessages probably already does everything correctly.

I suspect the problem is that the license of checkuserwiki is misconfigured to be CC BY-SA 3.0, and someone added a local override for https://checkuser.wikimedia.org/wiki/mediawiki:wikimedia-copyright but not for https://checkuser.wikimedia.org/wiki/mediawiki:mobile-frontend-copyright.

This can probably be merged into T55140.
