Create a Phabricator badge for persons involved in CI

I recently noticed my Phabricator account has been blessed with a SWAT Deployer badge. I would like to setup a badge for CI related topics as a token of appreciation to people that have or are actively helping on the CI front.

I've added the names you called out, other than the release engineering team. It seems more appropriate to me that we give them out to people outside Release-Engineering-Team rather than awarding ourselves with more badges ;)

Whenever I am wondering how something can be done, I:

  • fill a task
  • add random project tags
  • optionally subscribe folks
  • wait ¯\_(ツ)_/¯
  • profit 💶 💵 💶 💵 💶 💵 💶 💵

Hint: fill a sub task of T106924: Consider using the Badges application for a few special roles to highlight those users' comments and the psychological effect would be that the badge eventually appear. Thanks @mmodell for applying the be bold principle.
