Morning buzz

Mayor Bloomberg gets to bask in the lopsided victory of David Greenfield in the 44th Council District, a big loss for Assemblyman Dov Hikind in his role as local powerbroker. It was also a loss for Assembly Speaker Sheldon Silver, who’d endorsed Joe Lazar.

Silver is expected to make public the Assembly Democrats’ budget proposals for the new fiscal year, and they’re likely to be much different from the Senate Democratic plan unveiled Monday.

The Assembly plan is expected to restore more than half a billion in state school aid cut by Gov. Paterson and the Senate Democrats and move to adopt Lt. Gov. Richard Ravitch’s proposal to borrow $2 billion in the new fiscal year to fund to reduce the need for massive budget cuts.

Driving the day is Fred Dicker’s exclusive on the pay-to-play invitation to labor officials as the budget cuts are being negotiated. Dicker will also host Senate Minority Leader Dean Skelos on “Live from the State Capitol” on Talk 1300.

And Rick Lazio will make a string of appearances with Conservative Party chair Mike Long, whose executive committee’s endorsement gave him a boost last weekend.
