Out of Touch is on chapter 48 out of 100 so it's a long ways off finishing. What you probably heard is that Tropicali is close to finishing, the next update which is likely to be out on the 31st , will be the second to last update. With the final probably coming in November.

They're part's 1, 2, 3,4 , & 5.  You need all of them to install that game as it's a big one.
