In this paper, I suggest two ways in which waging war itself was a strategic mistake: first, that it bound together formerly disparate terrorist groups with local objectives; second, that it worsened the sense of disaffection among the Muslim diaspora in Europe and America, thereby facilitating the recruitment of young men by terror groups.
