ABSTRACT This article defines the effectiveness of local service-delivery networks for unaccompan... more ABSTRACT This article defines the effectiveness of local service-delivery networks for unaccompanied and separated children (UASC) and develops criteria for evaluating the effectiveness of such networks in Sweden. It also explores factors and conditions that enhance network performance and suggests that cultural and multicultural competences are required for such networks to be effective. Twenty-one evaluation criteria are developed for enhancing network performance generated from research into UASC, network governance theory, and the authors' own evaluation of the reception of UASC in a Swedish municipality. The evaluation and this article are based on 32 interviews with social workers, legal guardians, care-home staff, teachers and school personnel, a questionnaire, and 11 interviews with UASC. The article reanalyzes data from the authors' evaluation study finalized in 2014 and applies the criteria tentatively on this reception system. Experiences and findings include the importance of taking into account client needs and involvement in services when evaluating the effectiveness of service-delivery networks. The criteria can productively inform policy and practice when actors deliberate on how to assess and improve local reception-system and service-delivery-network performance in different contexts.

Summary This article explores how three evaluation systems in eldercare governance, two national ... more Summary This article explores how three evaluation systems in eldercare governance, two national and one local, operate and interact at the municipal, administrative, and service levels in a Swedish municipality. The case study focuses on the three systems’ contributions to accountability and to improving eldercare quality. It is based on multiple sources, including 28 interviews with local key actors involved in local eldercare governance, and the results derive from a directed content analysis guided by four research questions. Findings The study demonstrates that the three evaluation systems support accountability and quality improvement in different ways and have different consequences for local actors. The systems create multiple accountability problems and have multiple constitutive effects, for example, creating different notions of what quality in eldercare means. This article discusses how democratic evaluation can manage threats to democracy, democratic rene... more This article discusses how democratic evaluation can manage threats to democracy, democratic renewal, and the mediatisation of public policy and governance. It considers the readiness of five democratic evaluation orientations to deal with current threats and discusses how to develop them. It demonstrates that democratic evaluation is poorly prepared to manage current threats to democracy or the mediatisation of public policy. Progressive evaluation is the only approach offering some new keys to addressing certain current threats and challenges. The other orientations have some capacity to manage threats to democracy and support democratic renewal, but need further development. This article responds to this call by demonstrating how evaluation practice can be enriched through deliberate engagement with care ethics. Care ethics has a relational and practice view of morality and places caring relationships and responsibilities at the forefront of our being in the world. We will demonstrate how care ethics, in particular Joan Tronto’s moral-political theory of democratic caring, can help evaluators to reshape our way of working by placing caring and relationality at the centre of our evaluative work. Care ethics as a normative orientation for evaluation stretches beyond professional codes of conduct, and rule- or principled-based behaviour. It is part of everything we do or not do, how we interact with others, and what kinds of relationships we forge in our practice. The presented framework is then used to analyse how two major audit systems play out in a specific, but major, welfare area, namely the elder care sector in Sweden. The chapter also examines the implications of audit and accountability for elder care policy and governance, and discusses desirable as well as perverse consequences for key-actors in the field with a special focus on professionals.
