In this 2-year RCT-experiment (October, 1, 2017 – December, 31, 2019) with three experimental treatments (1. self-reliance and exemption of obligations, 2. intensive mediation or tailored support and 3. a control group) a different way of supporting people in welfare has been applied. The research consists of a product and a process evaluation. The product evaluation examines the results or effects of the experimental approach compared to the regular treatment not only on outflow to work but also on well-being, health, freedom of choice or capabilities, social participation and self-reliance; the process evaluation examines the execution of the experiment by the consultants of the municipality of Apeldoorn/Epe. In other words, how does the process of supervision and support go. The study shows positive results...

It is shown that, in all three countries, preferences and choices relating to life goals/values, partner’s personality, hours of work, social participation and healthy lifestyle have substantial and similar effects on life satisfaction. The results have negative implications for a widely accepted theory of SWB, set-point theory. This theory holds that adult SWB is stable in the medium and long term, although temporary fluctuations occur due to life events. Set-point theory has come under increasing criticism in recent years, primarily due to unmistakable evidence in the German Socio-Economic Panel that, during the last 25 years, over a third of the population has recorded substantial and apparently permanent changes in life satisfaction (Fujita and Diener, 2005; Headey, 2008a; Headey, Muffels an...

However, reports suggest that the prevalence of (mental) health problems and mental disorders are increasing among this group, and especially among students. Aim of the present study is to assess if the prevalence of mental health problems (MHP) among Dutch 19-24 years old students and non-students did increase in the past decade. For this purpose, data was extracted from the LISS panel, based on a representative sample of the Dutch population. We focused on three exclusive groups, i.e. students and non-students who were 19-24 years old in 2007 (n=383), 2012 (n=351) or 2017 (n=362). Multivariate logistic regression analyses showed that the 2012 and 2017 group did not have more moderate-very severe or very severe MHP than the 2007 group. Compared to this group the 2012 and 2017 group also did not have a greater more fatigue, a better general health, a decline ...

Over the last couple of years after the economic crisis, youth unemployment has dropped substantially in the Netherlands, although it remains high among youngsters without a starting qualification and among ethnic minorities. A substantial minority of youngsters, about 5%, belong to the NEET category, this however is the lowest percentage in Europe. In addition many youngsters are out of the picture of the usual statistics because they are not registered as unemployed while still seeking proper employment.

Its first goal is to draw lessons on how to improve the governance of youth unemployment or the (re)integration of youngsters in the labour market. These are considerd potentially innovative cases of regional governance because they mirror a shift from the classical way of governance that is subsidy-based, project oriented and coupled to financial incentives into a network-based collaborative and pro-active approach of multi-level and public-private governance. This is called a ‘Triple or Multi-Helix’ approach. The three Dutch cases are the “Brainport” initiative in the South-East part of the Netherlands that had its roots in the 1990s and early 2000s, the plan for a “Youth Unemployment Free Region” in Mid-Brabant that began in 2014 and the initiatives taken in the Amsterdam region to innovate Vocational Education and Training (VET) practices for improving the chances for ‘go...

Other municipalities such as Nijmegen and Deventer followed. It was called a 'social expedition' in Tilburg because the municipality and social institutions and the university joined forces to get it accepted in 2017 by the Ministry of Social Affairs and Employment. The main idea was to support people on welfare in a different way with more confidence and positive attention, fewer rules and obligations, rewarding initiative for finding work, more self-reliance, tailored support and more freedom of choice. The aim was to investigate "What works better and why?". Tilburg but also the other municipalities wanted to look not only at the outflow to paid work, but also at what it does with the welfare recipient, his or her self-reliance, well...

Wageningen was one of the six offically accepted and unique RCT-experiments in welfare in the Netherlands. The other cities were Tilburg, Utrecht, Groningen, Nijmegen and Deventer. In this more than 2-year lasting RCT-experiment (October, 1, 2017 – December, 31, 2019) four experimental treatments were distinguished: 1. self-reliance and exemption of obligations, 2. intensive mediation or tailored support, 3. earnings-release with extra 50% of additional earnings released up to 200 euros p/month, and 4. a control group. The experiment encompasses a different way of supporting people in social assistance or welfare.
