Some earlier studies, which attempted to identify the influence of growth on poverty dynamics in the country by including growth variables among the factors affecting the incidence of and transition from poverty, concluded that growth is not uniformly associated with poverty reduction. While panel household data was used to identify the factors influencing the incidence and mobility of poverty, the changes in the influence of these factors over time were not analysed. The article studies the dynamics of chronic poverty in rural India. The article attempts to analy... more The article studies the dynamics of chronic poverty in rural India. The article attempts to analyse the factors influencing the incidence and mobility of poverty and the changes in the influence of these factors over time. This article uses the household panel survey data collected by NCAER. It examines whether there has been change in the influence of factors such as village level infrastructure, household size and composition, and economic growth on poverty dynamics in different periods of time. The impact of a number of factors changes over time implying that the strategies for poverty reduction would have to take into account the changing economic environment. The article further presents an analysis of growth rate of per capita expenditure for the same set households to analyse the extent of consumption growth, which is also an indicator of poverty reduction for rural India. 1 The intervening periods between the surveys are not equal. In this sense, the changes between any 2 years in any of the indicators may be affected by the length of the intervening periods. The use of the intercept dummy to capture differences between two periods provides some normalisation of the differences due to uneven intervals. In the case of consumption expenditure growth, we have used annualised change, but in most other cases, this is a limitation of the analysis.

The distinction between chronic or extended duration poverty and transient poverty is rarely made... more The distinction between chronic or extended duration poverty and transient poverty is rarely made in the substantial literature on poverty in South Asia. This paper first reviews the limited panel data-based literature on chronic poverty in the region, and then uses panel data that longitudinally track around 3000 households to try and identify the factors that influenced or constrained changes in poverty status between 1970/1971 and 1981/ 1982. Data on consumption expenditure and estimates of the poverty line were used to classify households as poor or non-poor and then to divide them into four categories to capture mobility or immobility in the context of poverty. The categories are those households who were poor initially and remained poor over one decade, those who were non-poor and became poor, those who were poor initially and became non-poor, and those who remained non-poor in both surveys.
