The connection is established between the impact of globalization processes and geoecotonization of the environment, changes in the mode of functioning and development of ecological and economic systems. The noospheric power of a person is realized in globalization processes through the expansion of various social and economic institutions, primarily global ones, which cause corresponding changes in the activities of institutions at lower system levels, and these, accordingly, already have a direct impact on their environment. The borderline character of the geoecotone is historically enhanced as the anthropogenic impact on the geographic envelope as a whole and its individual elements intensifies. Geoecotones are formed as a special type of geosystems, which are complex systems characterized by a contradictory unity of internal heterogeneity and functional connectivity. The effect of the anthropogenic factor is so wide that almost any fragment of the modern geospace can be attributed to geoecotones in a state of bifurcation and uncertainty. The immediate result of the development of mankind was the formation of multilevel ecological and economic systems. It has been established that the spatial formation of such systems is directly related to the geoecotonization of the geographic envelope. Global processes have a double effect on this pattern: at the same time, they strengthen it, due to global changes in the geographic environment itself (for example, global climate change), but they also cause the formation of new ecological and economic systems. The formation of the latter leads to the replacement of naturally formed direct and feedback links in the local ecological system with new artificially created anthropogenic ones. Otherwise, the system most likely, due to the expansion of the amplitude and frequency of bifurcations, approaches and reaches the ―point of self-destruction‖..

The author resorts to an analysis of the positions of a number of political forces on the issue of the electoral system, and also appeals to participate in an actual discussion about the place of the electoral system in the concept of a social contract
