This article, first, provides a comprehensive overview of German labour market policy and labour ... more This article, first, provides a comprehensive overview of German labour market policy and labour law reforms since the beginning of this millennium and assesses to what extent Germany is pursuing the principles of inclusive growth, accompanied by selective evidence of their consequences for the German labour market performance. A stylized and descriptive overview of the inclusive impact of these reforms in quantitative and qualitative terms follows, complemented finally with an essay reflecting the concept of the inclusive labour contract.
Die Entwicklung der Arbeitsmarktpolitik auf europäischer Ebene hat durch die Krisen der letzten J... more Die Entwicklung der Arbeitsmarktpolitik auf europäischer Ebene hat durch die Krisen der letzten Jahre immer wieder neue Impulse erhalten, die als Lernprozesse charakterisiert werden können. Mit den Initiativen für eine europäische Arbeitslosenversicherung, für ein europäisches Mindestlohnniveau und gegen Jugendarbeitslosigkeit ist die EU im Bereich der Arbeitsmarktpolitik mittlerweile ein Akteur, der die nationalen Aktivtäten zu ergänzen und zu unterstützen versucht. Die Covid-19-Krise könnte ein Gelegenheitsfenster sein, den Europäischen Sozialfonds um bestimmte Elemente der Arbeitsversicherung weiter zu entwickeln. Das Ziel sollte nicht nur darin bestehen, in europäischer Solidarität auf zyklische Krisen des Arbeitsmarkts zu reagieren, sondern auch die nationalen Kapazitäten zu stärken, um Einkommensrisiken im gesamten Erwerbsverlauf abzusichern.
Ausgehend vom schlechten Image des Arbeitsamtes wird untersucht, wie das richtige Rollenspiel in ... more Ausgehend vom schlechten Image des Arbeitsamtes wird untersucht, wie das richtige Rollenspiel in der Vermeidung und Bekämpfung von Arbeitslosigkeit sein sollte, wie das Arbeitsamt trotz widriger Umstände noch einiges bewirkt und wie diese Institution ihren Ruf bessern könnte. Eine Skizze der aktuellen Situation zeigt, daß die Arbeitsmarktbilanz wesentlich ungünstiger aussieht als vor zehn oder 20 Jahren, daß sie aber noch schlechter aussehen würde, hätte es die Institution des Arbeitsamtes und die von ihr betriebene aktive Arbeitsmarktpolitik nicht gegeben. Dieses gilt es in dem Beitrag zu demonstrieren. Dazu werden zunächst die institutionellen Voraussetzungen betrachtet. Es wird gezeigt, was die Institution Arbeitsamt unter welchen Bedingungen zustande brachte. Die wichtigsten Instrumente aktiver Arbeitsmarktpolitik werden beschrieben: (1) Arbeitsvermittlung; (2) die Förderung beruflicher Bildung, vor allem Weiterbildung; (3) Lohnkostenzuschüsse; (4) Arbeitsbeschaffungsmaßnahmen. This essay first sketches some descriptive material, setting the stage and demonstrating the high... more This essay first sketches some descriptive material, setting the stage and demonstrating the highly differentiated statistical landscape of various measures for youth unemployment in Europe compared to India and in particular to Germany. Second, it provides a simple but powerful model for the main causes of youth unemployment from which general policy strategies can be derived and illustrated by good practice examples from Europe, in particular Germany. Third, because a large part of the problem is structural, requiring long-term solutions, possible immediate measures to mitigate the severe long-term scar effects for the unemployed youth are briefly reviewed. Large differences of unemployment performance among European countries reveal, for instance, the importance of automatic stabilisers like unemployment insurance in order to counteract the tendency of market economies to put most of the burden of adjustment in times of recession on youth. The compromise that emerged from the lengthy debate on European unemployment insurance (EUI) invo... more The compromise that emerged from the lengthy debate on European unemployment insurance (EUI) involved the establishment of a ‘European Unemployment Reinsurance Scheme’. However, it was not until the shock waves of the COVID-19 pandemic were felt that any specific measures were actually taken to establish such a scheme. The reasons for such prevarication were, first, doubts as to whether moral hazard can be kept under control and, second, the huge diversity of EU Member States’ coverage and level of social protection. This article offers a third reason for this protracted stalemate: the neglect of moral assurance as a countervailing force of moral hazard. It argues that the concept of unemployment insurance itself needs to be fundamentally revised. Modern labour market policy must cover not only income risks related to unemployment, but also other serious income risks related to critical transitions over the life course. Unconditional basic income is the cry of the day, curiously advocated in particular by, for example, employers in high-tech industries and modern financial or distributive services. In the name of freedom, liberty and flexibility they suggest a form of security without any institutional complexity. The hidden agenda in the remaining empty institutional black box, however, is the dream of freedom from any bureaucracy and painstaking negotiations between competing interests or even getting rid of any responsibility to the new risks related to the digital revolution.
