La ciencia –el propositional knowledge que identifica y describe el mundo que nos rodea, sus regularidades, comportamientos y particularidades— y la innovación –el prescriptive knowledge que a partir del anterior desarrolla nuevas técnicas aplicadas a distintos sectores económicos— son los dos pilares del conocimiento sobre los que se sustentó el liderazgo occidental inicial (Británico y después europeo y de los USA), cuestionado hoy por el imparable crecimiento de las economías asiáticas. Si bien la explosión científico-técnica que dio lugar a la Revolución Industrial se sustentó en buena parte en avances experimentados en siglos anteriores, nunca antes la combinación de ciencia e innovación había sido sostenida en el tiempo y había permitido un crecimiento exponencial similar, responsable de unos niveles de vida hasta entonces desconocidos. Nunca antes se había manifestado tan claramente que sólo la generación de nuevos conocimientos y su aplicación inteligente a través de la innovación, puede seguir garantizando el crecimiento y la mejora de nuestro bienestar a una población igualmente en expansión.

One of the most important objectives of innovation policy in most advanced industrial nations is ... more One of the most important objectives of innovation policy in most advanced industrial nations is the creation of infrastructure to support innovation, facilitating the transfer of technological knowledge to companies to enable them to acquire the tools more useful and effective to improve their competitiveness. These include technology institutes, non-profit organizations which provide technology services in areas that contribute to facilitating and strengthening business innovation. The aim of this paper is to study the relative technical efficiency of Spanish technology institutes in the realization of one of its main activities: R&D activities, and the determinants of technical efficiency differences between TIs. Some conclusions from this work are the relationships between the level of technical efficiency in the R&D activities of IT and the size, geographic location and the number of corporate clients of the institute.
