Some of the biggest challenges for intermodal transport competitiveness are the extra handling co... more Some of the biggest challenges for intermodal transport competitiveness are the extra handling costs and pre- and post-haulage costs. This paper investigates the use of Intermodal High Capacity Transport (IHCT) for the intermodal transport chain in general and to pre-and post-haulage in particular. The aim is not only to measure the cost reductions from using larger vehicles but to understand how better management of inbound flows through increased integration of logistics processes can increase the efficiency of the last mile. The paper analyses the haulage of two 40 foot containers simultaneously when part of an intermodal transport chain. Data were collected from a demonstration project in Sweden, where permission was obtained to use longer vehicles on an approved route to and from the nearest intermodal terminal. After an era of developing large-scale hinterland access for maritime containers by use of rail a... more After an era of developing large-scale hinterland access for maritime containers by use of rail and inland waterways, research interest and practice has witnessed a slight shift towards port-centric logistics. The big question is where to open import containers and close and seal the ones for export goods. Is it better done in the port vicinity or should the maritime containers also be used for transport to and from the hinterland? In other words, where is the stuffing and stripping operations best located? Focusing on the import of goods loaded in maritime containers, this article provides a model for assessing the options of locating Distribution Centres (DCs) in the vicinity of the port or in the hinterland, or using a combination of the two. The model is illustrated by a case study of import through the Port of Gothenburg, Sweden, comparing a port-centric DC with a location in Falkoping, 130 kms inland. Unless more than 85% of the shipments out of DCs are bound for Gothenburg and its vicinity, the assessment favours stripping the maritime containers in the DC in Falkoping.

Forskningsfaltet kartlaggs genom att belysa tidigare forskning och projekt om regionala logistikcentra och narliggande omraden. Analysen skall forstarka och skapa storre forstaelse av dynamiken bakom logistisk samverkan och fenomenet regionala logistikcentra. Rapporten avser att forklara utvecklingen av regional logistiksamverkan for att forbattra den logistiska konkurrenskraften i regioner.

The segments are compared in terms of the transport markets they serve, the competition they meet and the operational and technological principles they apply. The article includes a brief examination of how current trends affect the role of rail for hinterland transport of semi-trailers as well as empirical findings from the case of Port of Gothenburg and its Scandinavian hinterland. Admittedly, rail is more competitive for hinterland transport of containers than of semi-trailers, but there are still significant opportunities for reaping the benefits of rail transport also for semi-trailer transport in the hinterlands of European ports.

With that fact in mind, this study aims to outline the basic events of the Port of Gothenburg (Sweden) conflict and the logistical disturbances that have arisen since June 2016. Thus, this report starts with a description of the most important international port conflicts that have occurred during the last decade. Following that, an in-depth examination of the Port of Gothenburg’s conflict is laid out. First, the organization of the Swedish port system is reviewed. Second, the importance of container cargo and intermodal transportation in the Port of Gothenburg is stated. Third, the study traces a chronological investigation of the port dispute, categorizing all agents involved in the dispute as well as the consequences of their actions. Finally, the main conclusions and policy implications are discussed in the last section.

This book fills that gap by establishing a governance framework for situating analysis of intermodal terminals throughout their life cycle. A version of the product life cycle theory is amended with governance theory to produce a framework covering each stage of the terminal’s life cycle, from the initial planning to the many decisions taken regarding the public/private split in funding mechanisms, ownership, selecting an operator, specifying KPIs to the operator, setting fees, earning profit, ensuring fair access to all rail service operators, and finally to reconcessioning the terminal to a new operator, managing the handover and maintaining the terminal throughout its life cycle. Abstract Despite a growing literature on strategies to reduce emissions and other externalities i... more Abstract Despite a growing literature on strategies to reduce emissions and other externalities in shipping and ports, very little attention has been given to the port’s role in reducing negative externalities in its hinterland. This paper addresses this gap by reviewing ports across the globe to identify which ports have implemented measures to improve the environmental performance of hinterland transport. Results show that only 76 out of 365 ports examined are doing so. The measures applied are identified, related to different goals and their challenges discussed. The most common measures are found to be technology improvements, infrastructure development and monitoring programmes, and the most advanced ports in green hinterland strategies are Rotterdam, Los Angeles/Long Beach and Hamburg, although many ports that are world leaders in green port strategies have not implemented measures in the hinterland dimension. Different port groups are segmented according to their mix of goals and measures as a foundation for future research.

Purpose The purpose of this paper is to provide a theoretical conceptualization of how data envel... more Purpose The purpose of this paper is to provide a theoretical conceptualization of how data envelopment analysis (DEA) can be applied to rail freight rolling stock in order to develop a tariff for track access charges which is functionally dependent upon the derived relative benchmark values of performance. Design/methodology/approach It is posited that track access charges should be differentiated to reflect differences in the performance of rolling stock and that this can be achieved purely on the basis of technical and other characteristics. The performance benchmarking of rolling stock is proposed as the basis for formulating and justifying a performance-based tariff structure. Using DEA, relative index measures of rolling stock performance can be derived, benchmark performance can be identified and a tariff structure can be developed. Abstract The purpose of this paper is to analyse both the port privatisation process adopted in S... more Abstract The purpose of this paper is to analyse both the port privatisation process adopted in Sweden and the outcomes achieved as a result of that process. An overview of the Swedish economy is provided and the nature and importance of the Swedish port sector in supporting that economy is established. It is also shown that private sector involvement in the Swedish port industry is already quite substantial (particularly in bulk operations), but that the ownership and control of the more important multiuser ports, particularly in the container sector, is already largely devolved to regional municipalities. A focus on the port of Gothenburg is justified on the basis simply of the volumes handled and the importance of its contribution to the national economy compared to the other two ports (Stockholm and Gavle) where privatisation has been implemented. Through a review of the available literature and a series of confidential interviews with important stakeholders, it is revealed that certain aspects of the port of Gothenburg's privatisation process were flawed. A number of adverse outcomes are analysed that, it is suggested by interviewees, may be directly attributable to the privatisation of the container terminal at the port of Gothenburg.
