Redundant speaking guidelines #287

The "Speaking guidelines" and "How to represent AB decisions" sections of https://www.w3.org/wiki/AB/Guide, are somewhat redundant with https://www.w3.org/guide/other/elected-body-communication-guidelines.html, and self admittedly they derive from and refine that Guide article.

The fact that many points in those two documents are the same, albeit with minor differences in phrasing (due to being AB specific vs about all elected bodies) makes it difficult to identify the points that are different.

I suspect that most—or even all—points that are currently only in the Wiki are actually also applicable to other elected bodies, and would benefit from being consolidated into one place, so I would advice the AB to work with the TAG and the Team to look into merging these documents one way or another.

And if there are a few points that do need to be specific to the AB, then separating them from redundant text will make them far more discoverable, and likely to be upheld.
