Description
The Comm Team having started to promote the Vision group note as being on track for W3C statement, we already have user feedback that people head to section 3 and click the links. Since these links take you outside of the Vision doc and into the Ethical Web Principles document and since both documents use the same stylesheet, people apparently do not immediately know they are in a different document and they think that where their click took them is further along the initial document.
This create a few problems, including not knowing if people started to read the Vision and stopped where their click took them elsewhere without them noticing, and they read the end of this other doc, thus thinking they read the Vision. Another is that peopl may open issues on the EWP's repo when they meant to open them on the Vision's.
If there is a way to visibly annotate the outbound links as is done in wikis, for example, I would suggest to do that for the short section 3. If not, I would suggest to move those outbound links elsewhere in the doc that isn't the short section 3 which begs to click those links.
