Describe the bug
Logging configuration is centralized. Libraries in Python should not define logging level or handlers. Any usage of TSC forces debug level output to stdout.

To Reproduce
Run any command in 0.26
Results
Debug level information is output to stdout without the application user specifying it.
NOTE: Be careful not to post user names, passwords, auth tokens or any other private or sensitive information.
