Symfony version(s) affected: all

Description
In the "events" debug panel, "called listeners" are grouped by event and sorted by priority:

called-listeners

I'd like to have the same for "not called listeners", which doesn't group by event name at the moment:

not-called-listeners

should be fixed in #29411, specifically https://github.com/symfony/symfony/pull/29411/files#diff-a72bc1daccda0ec7bfcfae0e8d3df141R317
