I tried this:
$process = Process::fromShellCommandline('php artisan serve', base_path());
$process->setTimeout($timeout);
$process->mustRun();
$output = $process->getOutput();
But I got this error:
'php' is not recognized as an internal or external command, operable program or batch file.
